Description
Class J&A The Naval Air Systems Command (NAVAIR) intends to issue delivery order under Basic Ordering Agreement Contract N00019-12-G-0006 with the Bell-Boeing Joint Program Office on an 'other than full and open' competitive basis to address the Non-Recurring Engineering and Recurring Engineering required to incorporate the V-22 Ice Protection System onto MV-22 Block A aircraft being modified into a Block B configuration via forced retrofit. Incorporation of the Ice Protection System allows the V-22 Osprey to safely operate in light to moderate icing conditions. Bell-Boeing is the sole developer, designer, manufacturer of the V-22 aircraft and has been contracted previously for the forced retrofit NRE and RE efforts to incorporate the Ice Protection System onto Block B/C/10/20 V-22 Osprey Aircraft. As such, Bell-Boeing is the only responsible source with the necessary access to the technical data and requisite expertise to perform the contemplated effort within the required schedule. Bell-Boeing is the sole source managing database requirements for the V-22.
