- Reclamation's Great Plains Regional Office intends to solicit sealed bids for the installation of fire detection and notification devices at the Snake Creek Pumping Plant. The place of performance is located approximately 6 miles northwest of Coleharbor, North Dakota in McLean County. The principal components of the work to be performed include the following: *Installation of fire detection and notification devices in lower levels of pumping plant. *Routing of surface mounted conduits to use existing wall/floor penetrations. *Connecting devices to existing Fire Alarm Control Panel (FACP). *Testing complete fire protection system. Pursuant to Part 12 and Part 14 of the Federal Acquisition Regulations, Reclamation intends to issue an Invitation for Bids (IFB) on or around April 3, 2015. The estimated price range of this acquisition is between $250,000 and $500,000. Reclamation anticipates issuing the IFB under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 238210 and the associated Small Business Size Standard is $15.0 Million. RFP Number R15PS00598 will be available for viewing through electronic commerce via https://www.fbo.gov and via https://www.fedconnect.net/FedConnect/Default.htm. Sealed bids will be due on or around May 13,2015 at the Reclamation's Great Plains Regional Office, 2021 4th Avenue North, Billings, Montana. All responsible small business sources may submit a sealed bid. The IFB and any subsequent amendments and/or notices will be available to vendors on these websites on or around April 3, 2015. The Government anticipates award of this procurement in or around June 2015. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within 180 calendar days. The time stated for completion shall include final cleanup of the premises. IPP: Payment requests for the anticipated purchase order must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
