Description
CONTRACTING ACTIVITY: US Army Corps of Engineers, Alaska District, P.O. Box 6898, JBER, AK 99506-0898 CONTRACT INFORMATION: This acquisition is a HUBZone Small Business Set-Aside; any qualifying HUBZone Small Business may submit a proposal. North American Industrial Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction; the related small business size standard is $36.5 Million (M). This is a pre-solicitation notice for a two-phase Request for Proposal (RFP) for Small Projects Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC), Various Military Installations throughout Alaska. The procurement will be conducted using two-phase source selection procedures and the award will be based on best value tradeoff source selection procedures, considering the price and non-price factors cited in this announcement and the solicitation. The Phase I Solicitation of the 2 Phase process (conducted IAW FAR Part 36) will be available on this site on or about 02 APRIL 2015. Contracts will be IDIQ type, Multiple Award Task Order contracts (MATOC) consisting of a two (2)-year base period and two (2) one-year option periods. The Government intends to award up to three (3) contracts; however, it reserves the right to award more, less or none at all. The overall capacity of this Small Projects IDIQ MATOC will be $45 Million (M) shared among all MATOC awardees. The resulting IDIQ contract(s) will be firm-fixed priced. Additionally, the resultant IDIQ contract task orders will each be issued firm-fixed price (FFP). There will be a minimum guarantee amount of $5K for the entire contract period. DESCRIPTION OF WORK: The objective of this IDIQ MATOC is for broad range of Construction Services, Various Military Installation Locations, Alaska; the contract will be an IDIQ type contract and will list a variety of individual construction tasks. During the contract period, the U.S. Army Corps of Engineers (USACE) will identify the scope of construction work required to complete each specific job, negotiate a price and performance time for each job, and issue task orders to the contractor to complete the work. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the job. Individual jobs will vary in size, with the majority not expected to $7.5M. The task orders may be horizontal construction, vertical construction, sustainment, renovation and modernization of real property, or a combination, and may be fully designed or Design-Build. The work may further include, but is not limited to, a variety of construction, repair and renovation of administrative facilities, industrial buildings, power plants, utilities (water, sewer, communications, security systems, electric, fire protection, and steam and hot water systems), incidental environmental work to include but not limited to, incidental soil, asbestos and Hazardous, Toxic and/or Radioactive Waste (HTRW) containment/disposal, and/or site work (fencing, roads, parking, airfield paving, and drainage). The offerors selected for award will be those determined to be the best value to the Government considering the price and non-price factors cited in this announcement and the solicitation and utilizing the trade off process described in FAR 15.101-1. A two-phase source selection process will be utilized. It is anticipated that the Government will evaluate in Phase 1: Experience, Past Performance, Organization & Management. For offerors selected to submit proposals during Phase II, it is anticipated the Government will evaluate approach to Seed Project (includes Design-Construction Narrative and Drawings), Seed Task Order Proposed Summary Schedule and Price. All evaluation factors, other than price, when combined, are considered significantly more important than price. All offerors are advised that this solicitation may be canceled or revised at any time during solicitation, selection, evaluation, negotiation and up to final award. If the solicitation is cancelled, all proposal preparation costs will be borne by the offeror. All offerors must be registered in the System for Award Management (SAM) at http://www.sam.gov. Joint ventures must be registered in SAM as the joint venture. Offerors are advised to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an offeror ineligible for award.
