Description
This is a Pre-Solicitation notice (synopsis) for a full and open competitive procurement. The Federal Highway Administration (FHWA) has a requirement for "Technical Support Services for the FHWA Office of Operations Research & Development and the Saxton Transportation Operations Laboratory (Saxton Lab)." Under this prospective contract, the Contractor shall conduct advanced transportation operations research and development projects and tasks in support of the FHWA Office of Operations Research & Development's mission and activities, both internal in the Saxton Lab, and external at off-site locations as needed on a Task Order basis. The FHWA intends to award one indefinite delivery/indefinite quantity (IDIQ) contract allowing for Firm Fixed Priced (FFP) and Time & Materials (T&M) Task Orders. The anticipated contract ordering period of performance is 60 months, with a total ordering ceiling of $75,000,000. The objectives of this requirement are: (1) Provide the FHWA and the Saxton Lab with transportation technical and research services related to conventional transportation operations issues (e.g., congestion mitigation, traffic management for arterial and freeway operations, such as bottleneck solutions, with innovative designs of alternative configurations and treatment controls) and Intelligent Transportation Systems (ITS) topics; (2) Provide technical assistance, technical studies, and laboratory and field experiments that support activities and strategies of the FHWA Office of Operations Research & Development (HRDO), the Office of Operations (HOP), other FHWA program offices, and USDOT's ITS Joint Program Office; (3) Develop, design, and integrate systems in which vehicles, users, and the infrastructure interact with each other seamlessly to support enhanced mobility, safety, environmental sustainability, productivity and economic competitiveness, and overall customer satisfaction and livability; (4) Provide technical and research services in support of ITS communications, positioning, and mapping technologies such as DSRC, LTE, cellular and support location services, positioning services and timing services, mapping (situational awareness and context), and digital infrastructure; (5) Provide effective communications, outreach, and marketing materials and media that distribute information regarding the research and research projects being conducted in support of HRDO's mission and activities, as well as those of its sponsors and partners; and, (6) Provide a formal liaison with industries that provide traditional and not traditional opportunities for technology innovation in order to develop cooperative research and development activities that will facilitate earlier deployment of cooperative vehicle-vehicle, vehicle-highway, and other transportation operations systems, resulting in improved mobility, safety, environmental sustainability, fuel savings, and travelers' quality of life. Under this planned contract, the requirements of individual Task Orders will relate to the following Task Areas. Task Area A: Operate and Maintain the Saxton Lab at TFHRC Task Area B: Technical Support to FHWA's Office of Operations R&D Task Area C: Transportation Communication and Positioning Technologies and Systems Task Area D: Communications, Outreach and Marketing Estimated dates: The estimated solicitation issuance date is on or before April 15, 2015. The estimated Pre-proposal Conference date is April 29, 2015 at FHWA TFHRC in McLean, Virginia. The FHWA will hold a Pre-proposal Conference and Site Visit on April 29, 2015 from 10 am to noon, at the FHWA's Turner-Fairbank Highway Research Center (TFHRC), located at 6300 Georgetown Pike, McLean, Virginia 22101. The purpose of the Pre-proposal Conference and Site Visit is to allow potential Offerors and interested parties to view the FHWA Saxton Lab and related resources, view the facilities, and ask questions. FHWA officials will present and discuss the procurement process and requirements for this procurement, as well as answer relevant questions from interested parties. Attendance at the Pre-proposal Conference and Site Visit is not mandatory in order to submit a proposal under this solicitation. Offerors may submit proposals under this solicitation even if they have not attended. FHWA will summarize all questions and answers discussed during the Pre-proposal Conference and Site Visit for release as a Solicitation Amendment at www.fbo.gov under this Solicitation Number DTFH6115R00002. To attend the Pre-proposal Conference and Site Visit, you must RSVP by April 24, 2015 by emailing Joseph.Fusari@dot.gov the following information: (1) Company Name and Address; and (2) Names and Titles of all Attendees in your Party. Note: If necessary, the Government reserves the right to limit the number of attendees from a party. The solicitation will be released electronically only via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov under Solicitation No. DTFH6115R00002 to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
