- The Contractor shall furnish all labor, materials, equipment, tools, supplies, and services to provide landscape construction work described herein and on the attached Plans and Specifications at Roseburg National Cemetery Annex, located in Roseburg, Oregon. Construct in accordance with the VA Construction requirements, Federal, Oregon State, and Local Codes. All work shall be coordinated with the Contracting Officer's Representative (COR). Work will be conducted in such a manner to minimize the impact on the Cemetery operations. The water supply to the existing irrigation system may be shut down at the beginning of the workday but shall be restored at the end of each business day. Provide temporary piping as required to restore water supply to the irrigation system. Work on site will be accomplished between the hours of 8:00 and 4:30, Monday through Friday, except Federal Holidays. All work will be coordinated with David Barnes, the Contracting Officer's Representative (COR); and with Andrew Matthews, the Cemetery Director. Only the Contracting Officer (CO) has the authority to make changes to the contract that affects price and/or time. Eagle Point, OR 97524 Phone: 541-826-2511 Fax: 541-826-2888 DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK GENERAL REQUIREMENT I. General Notes 1.The work consists of adding new lawn irrigation zones to an existing irrigation system; and turf renovation with sod which includes, soil testing, weed eradication, soil preparation, landscape edge treatment, and landscape bed/tree ring mulching. Work is to be performed at two separate locations on the cemetery. At both locations, new irrigation zones are to be added to an existing two-wire decoder-based irrigation system; and existing non-irrigated rough lawn is to be renovated with sod. Landscape edge treatment is to be provided to separate new lawn from the existing rough lawn area, and mulch beds are to be provided around existing trees in the new sod lawns. (See plans and specifications.) 2.Verify at project site the exact size, clearances of all existing features being modified, relocated, extended, connected to or removed. Any site conditions which may cause significant deviation from the Drawings and Specifications shall be brought to the attention of the Contracting Officer (CO) or his/her Representative (COR) for clarification prior performing the work. Verify dimensions of all Government-furnished and installed equipment to insure proper coordination with construction. Contractor shall bear all costs for relocation of existing utilities from failure to advise of conflict in writing prior to submission of any bid, and/or from failure to properly coordinate installations of system. 3.All utilities required for the continuous operation of all existing facilities must be maintained in service at all times except as noted for work on the irrigation system. 4.Coordinate and resolve all details of the shutdown of the irrigation system, and then submit the plan to the COR one (1) week in advance of proposed shutdown for acceptance. 5.Contractor shall coordinate with the COR the location of construction staging and material storage containers. Public access to the National Cemetery shall not be impaired. 6.The Contractor shall assume sole responsibility for safety of all Contractor personnel on or about the construction site, in accordance with applicable laws and codes. Guard against all hazards in accordance with the safety provisions of the latest manual of accident prevention published by the Associated General Contractors of America and Oregon OSHA. Fence the construction area as necessary to prevent public access to the work site. 7.The Contractor shall guarantee that all work done under this contract will be free from faulty materials or workmanship for a period of one year after the date of Final Acceptance by the Government. The Contractor hereby agrees to repair or replace all defects appearing in the work done under this contract to the satisfaction of the Government at no additional cost to the Government. 8.Matters related to safety, and any actions of the Contractor, shall meet all safety requirements of Roseburg Annex National Cemetery Safety Officer, Department of Veterans Affairs, OSHA, and the State. It is incumbent upon the Contractor to be familiar with these requirements. "Safety" shall also include the Contractor having a safety representative who maintains daily contact with the Safety Officer at Roseburg National Cemetery Annex. Contractor shall provide training of the contractor's and subcontractor's workers to meet these requirements. 9. Repair and replace any existing structure to existing condition when altered or damaged by the construction at no additional cost to the Government. 10.Completion Time: One hundred twenty (120) calendar days from date of issuance of Notice to Proceed (NTP).
