Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Army Medical Research Acquisition Activity (USAMRAA) has a requirement for the US Army Medical Research Institute of Chemical Defense (USAMRICD) located at E3100 Ricketts Point Road, Aberdeen Proving Ground South (Gunpowder), Maryland, 21010 for transportation support services in the form of commerical charter buses. USAMRICD provides graduate level medical education programs for military and civilian personnel and has other requirements throughout the Institute throughout a 12-month timeframe. The medical education programs require transportation of the personnel from Baltimore Washington International Airport (BWI) to a hotel in the Harford County Maryland area and then from the hotel to the course at APG daily. This requirement is a combined solicitation/synopsis with the intent of awarding a Indefinite Delivery Infinite Quantity - Requirements type contract with a 12-month base period and four 12-month option periods. The contract minimum of this contract is $5,000.00. The current services are being provided by Dillion Bus Service. Attached to this notice is the Peformance Work Statement, Quality Assurance Surveillence Plan, Wage Determination, Clauses, and a Pricing Sheet. Due to the difficulties in receipt of mail through normal postal services, questions and proposals shall be sent via E-mail to the Point of Contact (POC), Erin Maddox at erin.j.maddox.civ@mail.mil. The Offeror must identify the RFP number in the Subject line of the email. Offeror is responsible for ensuring receipt by the POC. Proposal questions may be submitted to the POC via email No Later Than 13 March 2015 at 09:00 am Eastern Time. Follow-up/additional questions will not be accepted after this date and time. A solicitation amendment will be posted with the answers to the questions. All proposals are due no later than 23 March 2015 at 09:00 am Eastern Time. Proposals shall be electronically submitted to the POC above. Your submission should include two separate parts: a price proposal and a Non- Price proposal. The Non-Price proposal shall be submitted in MS Word or searchable PDF format. The price proposal shall be submitted in MS Word or MS Excel 2000 or higher, but not greater than MS Word or MS Excel 2007 format. The firewall utilized by the Government contracting office does not authorize or accept zip files. The Offeror's proposal shall include two separate parts: a Non-Price proposal and a Price proposal. The non-price proposal is limited to 50 single-sided pages. This includes all technical and past performance evaluation factors. Pages should be numbered consecutively throughout the document and not by sections. For any sections of a proposal with a defined page limit, pages exceeding the specified limit will be removed and not forwarded for evaluation. The following sections are not subject to page limits: Table of Contents and title page. Proposal content shall be no smaller than Times New Roman font 12 pitch. Exhibits, graphics, charts, captions, etc., shall be no smaller than 10 pitch. Offerors' proposals shall remain valid for a minimum of 60 days from the date of submission. The price proposal shall contain a completed Pricing Sheet as provided as an Attachment to this RFP. The Offeror shall ensure mathematical computations are correct. Errors in addition or multiplication may be considered nonresponsive to this RFP.3 The below provide the industry questions received with the Government's answers to this solicitation: 1) On the Sundays prior to each course, will there be only one (1) Pickup Time or will you require shuttle service to the designated hotel(s) during a particular time interval. If Shuttle Service is required what will be the time window and at what interval would you like the buses to run. Answer to Question 1: On Sundays prior to the FCBC and HM-CBRNE courses there will be only one airport pick up time. The pickup time is 1800 hrs. Students are made aware of the pickup time when they receive their welcome packet for the course. On Saturdays prior to the MCBC course there will be only one airport pick up time. The pickup time is 1800 hrs. students are made aware of the pickup time when they receive their welcome packet for the course. 2) In quote mark assisting the Government in guiding students quote mark to their buses, is it anticipated that you require a staff member provide by the contractor to accomplish this or do you anticipate a Government staff member to communicate with the Contractor via cell phone for this. Answer to Question 2: We would like the Contractor to assist the Government by letting students know that the bus is on location and verbally guiding students to the staged bus location. Historically, one person is sufficient. This is a performance-based acquisition therefore; it is up to the Contractor to propose how the requirements will be performed. 3) Once picked up, will the bus drop off at more than one hotel location? If so how many? Answer to Question 3: The number of hotels is determined by hotel space availability and class size. We may use from 1 to 3 hotels at any given course. 4) Do you have a schedule for the support services? Are the classes scheduled? Answer to Question 4: This is a requirements-type contract because the number of classes and schedules are not known at this time. The quantities are quote mark estimated quote mark as identified in the Pricing Sheet. Once the resulting contract is awarded, Task Orders (TOs) will be issued as once the dates are known. 5) Are there any minimum age requirements on the coaches (ex. 5 years or newer)? Answer to Question 5: Per PWS paragraph 2.1, all buses shall be fully operational. We would like all buses to be 5 years or newer having air conditioning and heating, storage compartment for duffle bags and luggage and an excellent maintenance history. For any bus breakdowns, we require replacement bus transportation within 30 minutes. 6) Does the contract require the coaches to stay on site for the entire day? Answer to Question 6: Coaches are not required to stay on-site through the course day. However, we may require buses to remain on-site for an extended period of time to accommodate/or in anticipation of inclement weather. 7) Is there an estimated return time at the end of each course? Answer to Question 7: Course days typically end at 1700. We may require earlier or later pickup times depending on actual class completion time. 8) Do the course dates overlap with each other (Is there a possibility that the MCBC/FMBC/HM-CBRNE will be held during the same week)? Answer to Question 8: Courses do not overlap. In the event that course dates are rescheduled, they will not be re-scheduled as overlapping the timeframe of another course. Depending on class size, the MCBC course may be conducted as two iterations meaning that bus transportation will be required from the airport to USAMRICD (hotels) and the airport to USAMRIID (hotels) on Sunday. Daily transportation is required at each of these sites between the hotel and classroom. On Tuesday evening (of potential double iteration courses) transportation is required between the respective hotels. 9) Can we assume that there will be 7 MCBC courses, 5 FMBC Courses and 6 HM-CBRNE courses each year (from the pricing sheet)? Answer to Question 9: The contract type is requirements-type which is in accordance with FAR 16. These numbers are the Government's estimated quantities. 10) Do you have estimated dates for each course or months they will be held in? Answer to Question 10: The resulting contract will have task orders awarded against it. The task orders will provide the scheduled dates, times, and which class type. The classes are scheduled throughout the 12-month period of performance. 11) The Contractor Manpower Reporting has an estimated quantity of 10, what is that in reference to? Answer to Question 11: Please see Attachment 3- Clauses. Please reference the first full-text clause titled, quote mark Contractor Manpower Reporting (CMR) quote mark for further guidance. This requirement must be completed with the award of each task order. The Government estimates a maximum of 10 task orders will be awarded during each period (12-month period of performance per period). 12) Who is the incumbent? Answer to Question 12: The current support services are provided by Dillon's Bus Service Incorporated. 13) What is the period of performance? Answer to Question 13: The period of performance will be a 12-month base period with four 12-month option periods. The estimated start date is 1 April 2015. 14) Will this be awarded to more than one company? Answer to Question 14: This is a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract.
