Description
Battelle Memorial Institute, Pacific Northwest Division (Battelle), the Management and Operating Contractor of the U.S. Department of Energy's (DOE's) Pacific Northwest National Laboratory (PNNL), is requesting information from prospective Offerors interested in providing a "Spectroscopic Mobile Detection System" (SMDS) in accordance with the attached DRAFT Performance Specifications. The attached DRAFT Performance Specifications describes the technical requirements of a modular, configurable, scalable vehicle-based spectroscopic radiation detection system. The specification will allow the Second Line of Defense (SLD) Program to evaluate and procure SMDS equipment for deployment in SLD partner countries. The SMDS described in this performance specification will be used by partner country operators at international locations to detect, locate, and identify gamma-ray and neutron emitting sources, including highly enriched uranium (HEU), plutonium, depleted uranium (DU), and sources that may be used in a radiological dispersal device (RDD). The system may be operated from inside a moving vehicle, used within a stationary vehicle, or used outside a vehicle as a temporary detection system. This Request for Information (RFI) is in support of the DOE National Nuclear Security Administration (NNSA) SLD Program. The mission of the SLD Program is to strengthen SLD-partner countries' abilities to deter, detect, and interdict illicit trafficking of radioactive materials at international locations, including: border checkpoints, airports, seaports, and internal locations. SLD provides its partner countries with radiation detection equipment and support, including mobile radiation detection systems, human-portable detectors, and advanced training. INFORMATION REQUESTED: Information is requested from potential Offerors as part of a market research effort to identify preliminary design recommendations and refine the SMDS Performance Specifications. Please address each draft specification by number, providing the most detailed information available for each requirement. In addition to responding to the attached DRAFT Performance Specifications, additional information is requested through the questionnaire that follows. The RFI is issued for information and planning purposes only and does not constitute a solicitation. Battelle will determine Requests for Proposal specifications based on the final technical and financial requirements. Please provide all your questions or need for further information as well as expression of interest to the attention of the point of contact above.
