Description
The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Intellectual and Developmental Disabilities Branch (IDDB) has a requirement for a repository to develop and maintain mouse models of genetic diseases. The objective of this contract will be to develop and maintain animal models of genetic diseases with emphasis on trisomy 21 which has historically been to provide investigators with a consistent, reproducible source of animals for their studies. It is important that these investigators be assured that the contract provider has the required experience, personnel, or facilities and equipment to breed and refine methodologies to produce the various strains of mice available to these investigators and to maintain their genetic fidelity. If selected for this requirement, the Contractor will breed mice and refine methodologies to produce the various strains of mice and to maintain their genetic fidelity. The work will involve the following essential activities: 1) Breed various strains of mice with known genetic background, which will produce chromosomally unbalanced gametes, resulting in trisomic and monosomic embryos with special emphasis on chromosome 16, but including relevant regions of chromosome 17 and chromosome 10. 2) Establish a production facility to ensure that adequate breeding pairs of mice are available to meet the needs and interests of the research community engaged in studying other cytogenetic disorders aside from Down syndrome. 3) Refine procedures to cryopreserve embryos that will be rescued by thawing and re-implanting them in pseudo-pregnant mice. 4) Distribute the animal models to qualified investigators approved by the NICHD. 5) Test the animals periodically for pathogens as per standard protocols that are outlined in the standard operating procedures by the Contractor. 6) Characterize the clinical and neurobehavioral phenotype of the mouse models to ensure integrity of the strains and to allow for comparative phenotypic information among different murine strains using a standardized battery of tests, or as specified by the Project Officer. 7) Publicize the availability of mouse models indicating the type of strains in the colony as well as detailed information about the background strain, genotype, protocols for genotyping, husbandry conditions, phenotype and neurobehavioral characteristics, and other details as specified by the Project Officer. As a result of this announcement the NICHD anticipates awarding a single cost reimbursement completion type contract with a period of performance of five years beginning on or about September 21, 2015. The NICHD anticipates the Request for Proposals (RFP) (NIH-NICHD-IDD-2015-7) for this study will be available through the Federal Business Opportunities website (https://www.fbo.gov/) on or about May 5, 2015. This acquisition has been designated as a full and open competition under North American Industry Classification System (NAICS) code is 541711 with a size standard of 500 employees. Any responsible offeror may submit a proposal that will be considered by the Government. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. This notice does not commit the Government to award a contract.
