Description
DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR-15-R-0022 for the Design and Construction of a 65,000 SF Group Special Troops Battalion (GSTB) Facility including classrooms, conference rooms, team rooms, secure area, mission planning areas, vehicle parking, storm drainage and other site improvements at Fort Campbell, KY. The project contains options such as: Design and Construction of New Paved Parking Lot, Design and Construct 10'-0 quote mark wide asphalt Fitness Trail, Provide and Install a Complete Visual Surveillance Package, Enhanced Construction Surveillance, Demolition - Replacement of Unstable Fill, 30% Energy Reduction, 40% Energy Reduction. The Contract Duration is six hundred and seventy (670) calendar days from Contract Award. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: This acquisition will be an unrestricted procurement. SELECTION PROCESS: This is TWO phase Design-Build procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. Potential offerors are invited to submit their performance and capability information as will be described in Section 00116 of the solicitation, for review and consideration by the Government. The selection process for Phase I will evaluate such factors (no necessarily in order): Prime Contractor Experience, Design Contractor Experience, Prime Contractor Past Performance, Design Contractor Past Performance, and Technical Approach. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. Following completion of the evaluation of Phase I, up to a maximum of five (5) most highly qualified offerors will be selected to participate in Phase II. An announcement identifying the selected offerors and the expected date of issue of Phase II will be placed on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov. The selected offerors for Phase II will be invited to submit additional information as will be described in Section 00118 of the Solicitation, for review and evaluation by the Government. The selection process for Phase II will evaluate such factors (not necessarily in order): Design-Technical (Color Renderings, Design Drawings, and Design Narrative ), Management Capability, and Small Business Participation Plan. All evaluation factors, other than price, when combined, are considered MORE IMPORTANT to cost or price. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000, in accordance with DFARS 236.204. The target ceiling for this contract is approximately $23,000,000. Offerors are under no obligation to approach this ceiling. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 20 April 2015. Details regarding the Site Visit will be included in the solicitation. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted to http://www.fbo.gov. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. Due to the sensitivity of portions of this project, all materials will be provided via a secure site. Prior to receiving materials for this project, prospective vendors must (1) complete and return a signed US Certification Letter to Stephen.P.Hutchens@usace.army.mil and (2) Verify that you are currently certified in the Joint Certification Program run by the Defense Logistics Information Service (DLIS). Information on this program is available at http://www.dlis.dla.mil/jcp. Both certifications must be received prior to the issuance of the solicitation in order to be eligible to receive project materials. Prior to obtaining plans and specifications for W912QR-15-R-0022 - Design Build, Construction of a Group Special Troops Battalion (GSTB) Facility at Fort Campbell, KY, prospective contractors shall provide the signed US Certification Letter using the following language to the Contracting Specialist: (Official Company Letterhead) Memorandum To:Ft. (Enter official company name) Contractors, subcontractors and all design personnel working on the project are required to be US Citizens and their respective companies are US Owned and controlled by US Citizens that shall work on the project and at the project site and in the design and construction of this project.
