- Notice of Intent to Sole Source The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis with Ortho-Clinical Diagnostics, Inc., 100 Indigo Creek Drive, Rochester, NY 14626, as the only responsible source that can provide repair and preventive maintenance (PM) services for two (2) ea. Vitros 5,1 and (2) ea. ECiQ laboratory equipment (chemistry analyzers) currently onboard the Military Treatment Facility (MTF) USNS MERCY (T-AH 19). Ortho-Clinical Diagnostics Incorporated is the sole manufacturer and distributor of the equipment. Service and PM performed on this equipment must be completed by an Original Equipment Manufacturer (OEM) authorized licensed service technician to ensure the units operate within manufacturer's specifications. Furthermore, manufacturer unique specialty tools are needed to perform the adjustments and operations needed for the repair and maintenance of this equipment. No other vendor has the capability to provide repair and preventative maintenance services for the specified chemistry analyzers manufactured by Ortho-Clinical Diagnostics Inc. Only Ortho-Clinical Diagnostics Inc. is capable of meeting the needs of the Government. There are no set-aside restrictions for this requirement. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If a vendor challenges the basis of this requirement, please email capability statements (formats for submission: PDF, MS Word, or MS Excel) to Deborah Hagan at deborah.l.hagan.civ@mail.mil. In addition, challenges can be faxed to 301-619-1132 Attn: Deborah Hagan. Email challenges are preferred. Closing date for challenges is no later than 4:00 PM ET on 30 MARCH 2015.
