Description
1. CONTRACT INFORMATION: The Transaltantic Division, Middle East District (TAM), US Army Corps of Engineers (USACE) is evaluating the ability of businesses to perform construction of the NAMRU-3 Building 60 Restoration and Building 50 Restoration of Medium Voltage Transformers at the NAMRU-3 Campus located in Cairo, Egypt. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work specified below. It is anticipated that a solicitation announcement will be published in the Federal Business Opportunities in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINs), which are Firm-Fixed-Price. The solicitation will also include at least one (1) Option CLIN. The estimated cost of this Construction project is between $1,000,000 and $5,000,000. The Period of Performance has not yet been determined, however, it is anticipated that it will be 365 calendar days after issuance of the Notice to Proceed or more. 2. PROJECT INFORMATION: The US Army Corps of Engineers (USACE) has the requirement to restore Building 60 and medium voltage transformers at Building 50 at NAVAL MEDICAL RESEARCH UNIT NO. 3, (NAMRU-3), located in Cairo, Egypt. Building 50 is a one-story concrete building which houses the high voltage electrical switchgear, transformers and a diesel generator. The building houses the primary power and emergency generator for the whole NAMRU-3 compound. There are five (5) oil-filled transformers, a 400 kW diesel generator, fuel tanks, voltage regulator, and multiple switchgear and switch boards. This project provides for the demolition of five (5) oil-filled transformers and provides three (3) new dry-type transformers along with new low voltage switchgear, air-conditioning equipment, miscellaneous and incidental work. Building 60 is a 15,564 SF three-story building originally built in 1976. Restoration involves modernizing the second floor of Building-60 for maximum use of space by creating an open office area to the greatest extent possible. Modular office systems will be utilized to create efficient workspaces and provide flexibility for future mission changes. The HVAC duct system shall be replaced and reconfigured to respond to the new building layout. The electrical system, including, but not limited to wiring and electrical panels shall be replaced to meet current standards. Windows shall be replaced on the second floor where applicable. Concrete patching is necessary at spalled concrete and exposed steel reinforcement. A new fire sprinkler system shall be installed throughout the building and fire alarm system shall be replaced to meet current life safety code. The Government requests interested parties to submit their experience for the installation of fire suppression systems and installation of dry-type transformers performed in the Gulf Region (Jordan, Kuwait, Bahrain, Saudi Arabia, Qatar, United Arab Emirates, or Oman) and the country of Egypt. Offerors should include the location, value and the associated elements for the project (installation of fire suppression systems and installation of dry-type transformers). The offeror should also include the year the project was completed and the offeror's role in the construction of the particular project (Prime Contractor/Subcontractor/JV). Offerors may refer to the example provided in the attachment of this announcement as an example of acceptable formatting for submitting their capabilities. This synopsis is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Cover letters and extraneous materials (brochures, etc.) will not be considered.
