Description
The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), National Region Office, Washington, DC is conducting market research/seeking sources from bondable and experienced construction firms that are classified under one or more of the following small business programs: (1) Service-Disabled Veterans-Owned Small Business (SDVOSB) (2) Veteran-Owned Small Business (VOSB) (3) Small Disadvantaged Business (SDB) (4) Woman-Owned Small Business (WOSB) (5) Section 8(a), and/or (6) HUBZone The firm must be a general construction firm with an approved NAICS Code 236220 (changed from 237990). The Small Business Size Standard is $36.5 million. The estimated price range for this project is between $1,000,000.00 and $2,000,000.00. The place of performance is the Los Angeles National Cemetery, 950 Sepulveda Blvd, Los Angeles, California 90049. The Contractor shall completely prepare site for building operations including furnishing all labor, supplies, supervision, management services, quality control, logistical support, transportation, equipment, and materials necessary to perform demolition work, abatement and removal of hazardous materials, and the renovation of the existing administration building and Hope Chapel (Building 1001) in accordance with Secretary of Interior's guidelines. The repairs and renovation work will require multiple trades including but not necessarily limited to roofing, hazardous materials abatement, painting, carpentry, HVAC, electrical, and plumbing and temporary office space and utility services for the cemetery staff. The offeror shall be capable of meeting the requirements of this construction contract including working around the operational needs of the cemetery with minimum or no interruption to the cemetery. A bid bond as well as a payment and performance bond will be required. At this time, no solicitation exists; therefore, please do not request a solicitation. The above-mentioned classifications of small bondable business general construction contractors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: 1. Company Name 2. Address 3. Point of Contact 4. Contract phone number and e-mail address 5. Business size determination and qualifying Small Business classification 6. Certification of Small business status 7. Available bonding capacity signed surety letter 8. General Contractor construction experience of similar projects in size and complexity: Provide at least three (3) projects in the past five (5) years that demonstrate Federal experience with historic property renovation construction. If no Federal Experience with historic property renovation construction, provide at least three (3) projects with similar State, local or private historic property renovation construction. Interested small business contractors must have bonding capacity within the estimated price range stated above. Please provide your responses to me no later than 3:00 pm EST, March 25, 2015 at frank.clemons@va.gov. Small business concerns failing to respond to this ad will not be precluded from responding to the solicitation. Note: This is not a Request for Proposal and the federal Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.
