- Description
- The Architect of the Capitol (AOC) has a requirement for a Contract for Concrete Restoration to all Capitol Power Plant walkable utility distribution tunnels. This requirement is intended to safely extend the service life of all the utility tunnels. Contractors shall furnish all labor, materials, supplies, equipment, facilities, disposal units, transportation, management and quality control to provide discrete concrete restoration on the walls, ceilings and floors in the UDS based on the year’s Structural Assessment. The restoration process includes, at a minimum, the demolition/removal of contract drawing identified concrete, cleaning and/or supplementing existing reinforcing steel, cutting, patching and restoration of concrete, shoring as required, installing sacrificial anodes and restoring concrete to original thickness, as well as, performing selective expansion joint repair and crack injection. Asbestos removal and lead paint removal shall not be considered necessary to complete the work of this contract. The Contractor will be responsible for the removal and replacement of all wires, cables, conduits and cable trays to gain access to the identified areas. The contractor will be responsible to build painted plywood compounds around selected access points to house their equipment and keep the workers out of public view. It will be the contractor’s burden to pay for any parking / traffic / street permits required to build the mandatory compounds or to move materials / equipment, as well as the cost for third party testing according to the specifications. The contractor is responsible for returning all existing surfaces, structures and elements disturbed by the construction to its original state. In particular, clean all surfaces and remove concrete debris and dust caused by contractor operations including cleaning the migration of dust in all connected tunnels, branch tunnels and areas outside of the tunnels. The contractor is required to coordinate construction activities with jurisdictional utility agencies (WASA, PEPCP, DDOT, etc.) and is responsible for all associated costs, fees and efforts necessary to obtain all required permits and/or approvals to complete the work. The contractor is required to perform work sequentially to provide the minimum disruption of parking and normal tunnel and building operations. Work plans will be required for each access location. All submittals, certifications, badging, producing an approved schedule, obtaining required permits, building of required compounds and receiving approval of work plans must be completed by October 1 st. The purpose of this stringent requirement is to take full advantage of the cool season when tunnel temperatures are in acceptable ranges for worker performance without distress and/or for required ranges for material installation. This solicitation is being issued unrestricted (full and open competition). Proposal details will be included in the solicitation. The AOC will issue a Request for Proposal (RFP) in the form of a solicitation, which will include a description of the work requirements, instructions to offerors, and required certifications. The company to be selected shall be technically and professionally capable of self- performing concrete cutting, patching and restoration and providing all other services to be described in the upcoming RFP. The company shall be free from actual conflicts of interest not only at the time, but also throughout the term of the contract.
