- NASA/MSFC has a requirement for Cable interface modules (breakout boards), Analog-to-Digital (A/D) cards, Digital-to-Analog (D/A) cards, and all associated cables to be used in support of the Integrated Avionics Test Facilities (IATF) under the Space Launch System Program (SLSP). NASA/MSFC intends to purchase the items from GENERAL STANDARD CORPORATION. Lack of competition is due to the fact that NASA's Integrated Avionics Test Facilities (IATF) labs must have the necessary simulated Space Launch System Program (SLSP) avionics electrical interfaces for testing of the SLSP's avionics system and flight software in support of the SLSP's integration and test schedule. General Standard Corporation's products are already deployed throughout the IATF labs. The compatibility of their products in the real-time environment of the IATF labs is established and documented. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Renatta America at renatta.r.america@nasa.gov not later than 4:30 p.m. local time on 3/26/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
