- Statement of Work for Mobile Shredder System This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The RFQ number is SP4530-15-Q-0002. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-80 and DFARS Change Notice 20150226. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acquisition.gov/far and www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The NAICS code is 333249 and the Small Business Standard is 500 employees. The proposed contract is 100% set aside for small business concerns. The "non-manufacturer rule" applies for this procurement and is detailed in FAR 19.102(f). The Defense Logistics Agency Disposition Services Pacific requests responses from qualified sources capable of providing a Mobile Shredder System and incidental services identified in the attached Statement of Work (SOW). Delivery date is 90 days after receipt of order (ARO). If shredder cannot be delivered within 90 days, provide an alternate date. Setup and training is to be completed within 30 days after the shredder is delivered to DLA Disposition Services Sagami, Japan. Provide a schedule of when setup and training will be accomplished from date of shredder delivery, showing the number of required days. Actual dates will be coordinated with the end-users. Delivery Location is DLA Disposition Services Sagami (Japan) as identified in the attached SOW. Contractor is required to have the shredder delivered from the port in Japan to DLA Disposition Services Sagami, Japan in Sagamihara-shi. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The offeror bears the risk of non-receipt of any email transmissions, and should ensure that all pages of the quote have been received by the designated office before the deadline indicated. Any questions or requests for clarification should be received no later than 25 March 2015. FAR 52.212-2, Evaluation - Commercial Items is applicable to this procurement. The Government intends to evaluate the submitted quotes based on the low price technically acceptable criteria. Technical acceptability is determined to be the offeror's ability to provide the required equipment in accordance with the technical requirements. Award will be made to the responsible offeror whose quote is technically acceptable, in full compliance with all other requirements set forth in this RFQ, and the lowest evaluated price. The Government reserves the right to judge which quote shows the required capability. The Government also reserves the right to eliminate from further consideration those proposals which are considered nonresponsive, unacceptable, incomplete, or includes exceptions and/or deviations to this RFQ. The Government reserves the right to make an award without discussion. PRODUCT COMPLIANCE: The quotation shall include the contractor's product line(s) that closely adhere to the technical characteristics as outlined in the attached SOW. Product Compliance will be evaluated on the basis of how closely offered products adhere to the preferred technical characteristics described in this RFQ. The Government will not assign additional technical credit to offered products that exceed the Government's stated product characteristics. The offeror shall include the product make and model number and a complete electronic version of their product specifications. All quotes shall include a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.
