- CNIC MWR intends to create, develop, and grow internally developed high quality F&B Brand revenue-generating dining establishments across the CNIC Enterprises throughout the Enterprise. DESCRIPTION: CNIC operates MWR F&B activities throughout the CNIC Worldwide Enterprise. Currently, these CNIC MWR F&B activities are not cohesively branded. CNIC MWR intends to create, develop, and grow internally developed high quality F&B Brand revenue-generating dining establishments across the CNIC Enterprises throughout the Enterprise. CNIC has identified the need for Contractor support with this growth endeavor to establish unique brands, maximize consistency in program delivery, standardize processes, optimize use of industry and internal resources, supply prepared foods, condiments and beverages according to specified recipes, and provide on-site evaluation and compliance support, so as to assure the highest level of quality of service and product delivery of the CNIC Brands. For informational purposes only, annual revenue of existing non-branded CNIC MWR F&B facility dining locations generally range from $145,000 to $480,000, with a limited number of current locations exceeding this range (for example, CNIC Naval Station Great Lakes location revenue of $1,100,000). These non-branded locations currently encompass a wide variety of dining options, and are spread across the CNIC Worldwide Enterprise at military installations having greatly varied populations and demographics. This data is not a guarantee of similar results in the future at these or other locations. CNIC's prior experience indicates that transitioning a non-branded location to a Branded location can result in significant increase in revenues, but such previous experience does not constitute a guarantee of future results at any military installation or venue. The Contractor shall work closely with CNIC MWR F&B representatives at CNIC Headquarters and CNIC Regions to facilitate the conceptualization, development, review, production, dissemination and execution of the responsibilities identified in the PWS Tasks below. However, only the Contracting Officer is authorized to make or direct changes to the contract or contract requirements. OBJECTIVE: The overall objective of CNIC MWR F&B is to improve the quality of business-specific product and service delivery through the development of the following: • Operate successful revenue-generating fast-casual dining establishments across the CNIC Enterprise. • Develop a standardized CNIC MWR F&B Brand program and execute a framework for quality programs that acts as a guide to CNIC MWR F&B policy and standardized practices/procedures for field operational managers. • Deploy standard operating procedures in all areas where it is appropriate to set Enterprise-wide CNIC MWR F&B Brand regulations/guidance. • Assure compliance of all operational guidance and best practices where appropriate. • Deliver food, condiments, and beverages of consistently high quality to the customers of CNIC MWR F&B Brands. A solicitation package will be attached, this notice is a request for competitive proposals. CNIC will consider responses received by 3:30 P.M., Central on 17 April 2015.
