- Type Pre-Solicitation Notice Solicitation No. DTRT57-15-Q-80043 Title GPS Receiver Test Plan Classification Code B-Special Studies and Analysis NAICS 541690, Other Scientific and Technical Consulting Services Recovery & Reinvestment Act Action None Point of Contact Jeff Welch (617)494-3552 Jeffrey.p.welch@dot.gov The United States Department of Transportation (DOT), Office of the Secretary (OST), Volpe National Transportation Systems Center (Volpe Center), intends to solicit, negotiate, and award on a sole source basis a purchase order to The MITRE Corporation, located in Mclean, VA. The Government intends to procure, through a firm fixed-price purchase order, services to develop a Global Positioning System (GPS) receiver test plan to measure the interference tolerance of GPS receivers. The tolerance will be determined by using out-of-band emissions (OOBE), Long Term Evolution (LTE) cellular, and Continuous Waveform (CW) frequency interferences. The goal is to bound interference tolerance by one or more masks, for GPS receiver categories, to define allowable adjacent band (to GPS signals) power limit criteria. The contractor shall consider LTE and CW signals as the most critical adjacent band interference. The GPS Receiver test plan will be used to document the procedures, methodologies, interference sources, and other critical items related to the effective testing of GPS receivers. This test plan is critical as it will be shared amongst the GPS community (through workshops) to provide an open and transparent approach on how the GPS receivers' masks will be measured. The test plan will be the basis and/or road map on how to measure where GPS receivers are susceptible to frequencies adjacent to GPS signals. In order to meet the Government's needs the contractor must meet the following requirements: (i) expertise in GPS interference issues, (ii) expertise in cellular LTE technologies, (iii) laboratory facilities for GPS receiver testing, (iv) laboratory facilities for LTE signal generation and network simulators, (v) experience of having conducted Adjacent Band Compatibility analysis between civil GPS receiver and LTE Networks, and (vi) independent from the commercial GPS and cellular industries. A complete statement of work will be set forth in the Request for Quotation (RFQ). RFQ issuance will be on or about April 4, 2015. The applicable North American Industry Classification System (NAICS) code for this requirement is 541690 and the small business size standard is $15.0M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures. Telephone calls made in place of the required documentation will not be accepted. A firm fixed priced purchase order is anticipated. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government. NOTE: All contractors must be registered in the System for Award Management (SAM), located at www.sam.gov, in order to receive an award from a DOT Agency. ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
