15RJQ84_syn PRESOLICITATION - 15RJQ84_syn: N00164-15-R-JQ84 - SOLE SOURCE - REPAIRS AND SPARES OF HPMF SYSTEMS FSG 58 - NAICS 334511 Anticipated Issue Date: 20 MAR 2015 - Anticipated Closing Date: 06 APR 2015 - Time 3:00 PM EDT This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. SOLE SOURCE PROCUREMENT - Naval Surface Warfare Center (NSWC) Crane has a requirement for a five year, indefinite-delivery, indefinite-quantity contract for repairs, provision item order spares, and system spares of the High Performance Mobility FLIR (HPMF) AN/MAD-1. Delivery is anticipated to be FOB: Destination. The maximum total dollar value of all orders is anticipated to be $8,000,000.00. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, FLIR Systems, Inc., 25 Esquire Road North Billerica, MA, 01862-2598, under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This is being sole sourced because the Government does not possess a suitable technical data package for full and open competition for the repair and manufacture of the HPMF. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This proposed contract action will use written solicitation procedures in accordance with FAR Part 15. The solicitation will be available on or about 24 February 2015 at the following address: www.fbo.gov. RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments. Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220 or via the internet at https://www.sam.gov. Information about the JCP is located at http://www.dlis.dla.mil. The controlled attachments will be posted to FedBizOps at the same time the solicitation is posted. FedBizOps may be accessed at http://www.fbo.gov. All changes that occur prior to the closing date will be posted to the FedBizOpps website. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and / or award.
