- The U.S. Department of Veterans Affairs (VA) is seeking a Contractor to assist with the provision of providing Contracted Emergency Residential Services (CERS). Through the Health Care for Homeless Veterans (HCHV) program. The intent is to award a base year contract with up to four one year option periods. CERS targets and prioritizes homeless Veterans transitioning from literal street homelessness, Veterans being discharged from institutions, including those in need of medical respite, and Veterans who recently became homeless and require safe and stable living arrangements while they seek permanent housing. CERS Programs, either directly or through linkage with community and other VA services, provide time-limited services such as supporting mental health stabilization, SUD treatment services, and enhancement of independent living skills, vocational training, and employment services. Emphasis is placed on referral and placement in permanent housing or longer term residential programs utilizing VA and/or community resources. Lengths of stay in CERS typically range from 30 to 90 days with the option to extend based on clinical need. NOTE: CERS programs represent a consolidation of existing HCHV contract residential programs, previously designated as either residential treatment (RT) or emergency housing (EH). Since varying levels of supportive services have been present in both, as noted above, this consolidation reflects the range and flexibility of these services as currently constituted VA258-15-R-5-0303 has replaced VA258-14-R-0437 for the same services however no award was made and was subsequently cancelled. The new solicitation for this requirement will be available on or about the week of March 23, 2015 with a closing date for proposal approximately 10 days later. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for download copies of solicitation (and any subsequent amendments) from that website. No hard copies will be made available. The solicitation will provide full information to contractors about the proposal submission process. Prospective offerors are encouraged to register their interest in the solicitation on the FBO website so that they notified of the issuance of the solicitation and any amendments. NAICS code 623220 with a small business size standard of $15Million. The solicitation will be issued for full and open competition. All responsible sources may submit proposals which shall be considered by the Agency Entities that are interested in providing Veterans residential housing should be aware that although this contract seeks services for the areas covered by the West Texas VA Health Care System (WTVAHCS), HCHV is a national program serving Veterans throughout the country. This program continues to expand and has become one of the largest VA interventions to assist homeless Veterans. It is also the first specialized homeless program developed by the VA. It represents one of VA's most significant efforts to achieve the President's goal of ending homelessness among Veterans. Through this contract, the VA seeks to support homeless Veterans served by HCHV by expediting placement of these Veterans into a safe residential facility. This facility must meet the criteria established both by HCHV clinical staff and VA fire and safety officials. HCHV Contract Residential Housing Veterans are referred to contractors based on a demonstrated need for residential housing in order to further secure transitional or permanent housing as quickly as possible. The program prioritizes Veterans assessed to be highly vulnerable with a high likelihood of death due to homelessness. Contracts will only be awarded to contractors with residential housing facilities that are located within the WTVAHCS catchment area. Priority will be given to facilities within Big Spring, TX. Ideally these facilities should be in centralized locations, near public transportation, and near areas that provide employment. Contracts will be awarded by WTVAHCS associated with the location of the residential housing facility based on the following catchment areas: " George H. O'Brien, Jr. VA Medical Center, (WTVAHCS) Big Spring, Texas- Howard County " Abilene Community Based Out Patient Clinic, Abilene, Texas- Taylor and Jones County " Odessa Community Based Out Patient Clinic, Odessa, Texas -Ector and Midland County " San Angelo Community Based Out Patient Clinic, San Angelo, Texas -Tom Green County " Hobbs Community Based Out Patient Clinic, Hobbs, New Mexico-Lea County
