Description
REQUEST FOR INFORMATION Troop Appliance Maintenance and Repair Services Joint Base Lewis-McChord, Washington State W911S8-15-R-0010 Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is currently conducting preliminary planning market research to determine commercial market practices. MICC-JBLM is seeking industry information and comments from sources with capabilities to perform the contract with relevant experience in all of the functional areas mentioned in the description of services. You are advised that providing responses to the questions will not automatically include you in the acquisition process for future solicitation. Description of Services: The appliance maintenance and repair services under this requirement provide crucial support to Joint Base Lewis-McChord (JBLM) Public Works (PW) and impact its ability to operate and service the facilities and environment of JBLM. This requirement is in direct support to US Army Soldiers and US Air Force Airmen. 1) The contractor shall provide appliance maintenance and repair services on approximately 26,110 appliances (refrigerators, microwaves, standalone ice dispensers, dishwashers, ranges, range hoods, clothes washers, and clothes dryers). 2) The contractor shall also perform twice per year dryer duct cleanings on approximately 2,392 total dryer duct systems (approx 2,145 convergence systems and approx 247 individual systems). The required period of performance is 1 April 2016 through 31 March 2017 with the possibility of up to three one-year option periods (four years total). The contractor shall plan, program, administer, manage, and execute the work necessary to provide the specified services for inspection, maintenance, installation, disconnection, and repair of specified appliances; and dryer vent system maintenance and cleaning for specified Government facilities, primarily Unaccompanied Housing (UH). As defined in this Performance Work Statement (PWS), the contractor shall provide all necessary personnel, management, transportation (including gas and travel time), tools, supplies, materials, parts, equipment, and labor to maintain and repair the Government-owned appliances. Appliance manufacturers include, but are not limited to, Speed Queen, Whirlpool, Maytag, Amana, and Frigidaire. Repair and maintenance tasks shall be in accordance with procedures recommended by the respective appliance manufacturer. 1) Joint Base Lewis-McChord (JBLM), WA 98433 requires the following appliances to be maintained: Appliance Approx Qty Refrigerator, compact (dorm type, ~7 cu ft) 466 Refrigerator, full-size, single door, ~10 cu ft 7,419 Range (most are electric; some are gas) 2,944 Microwave oven (installed over stove) 932 Microwave oven (countertop) 6,412 Ice dispenser (standalone, as in hotels) 84 Dishwasher 205 Clothes washing machine 1,197 Clothes Dryer (most are electric; some are gas) 1,596 Clothes washer/dryer combination as well as stacked dryer/dryer combination 1,868 Range hood 2,944 Industrial-grade washer 43 TOTAL APPLIANCES 26,110 2) Joint Base Lewis-McChord (JBLM), WA 98433 requires the following dryer ducts to be serviced twice per year Dryer Duct SystemApprox Qty Individual wall-mounted dryer ducts2,145 Convergence systems247 TOTAL DRYER DUCTS SYSTEMS2,392 This specific post is to release a draft copy of the Performance Work Statement (PWS) and associated documents for possible industry feedback.
