THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The solicitation will be posted on the Federal Business Opportunities (FBO) website on approximately March 23, 2015. Applicable NAICS code is 811310, 100% Small Business set aside. Contracting Office Address: VA Black Hills Health Care System, 113 Comanche Road, Ft. Meade, SD, 57741. Point of Contact: Pamela Phillips, Contract Specialist; Pamela.phillips@va.gov The Department of Veterans Affairs Veterans, VA Midwest Healthcare Network, Veterans Integrated Service Network (VISN) 23 has a requirement for qualified firms capable of providing Boiler Tune-up Services per the following statement of work: Contractor shall provide all labor and material to perform semi- annual boiler tune ups for the VA Black Hills Health Care System with the facility located at Hot Springs, South Dakota all in accordance with the contract specifications. Tune ups are to be performed on the following equipment in the noted months in calendar year of 2015. 1.Boiler # 1: Cleaver Brooks - fire tube 2.Boiler # 2: Cleaver Brooks - fire tube 3.Boiler # 3: Nebraska - water tube 4.Boiler # 4: Hurtz - fire tube Boilers #1, #2, and #4 are controlled by Hays Cleveland UPAC ( Universal Programmable Automation Controller). Boiler #3 is controlled by a stand alone control operated by plant pressure. Tune Ups will be completed by the following dates: January 2015 to December 2015 - Boiler # 1 - May 2015Boiler #1 - November 2015 Boiler # 2 - May 2015Boiler # 2- November 2015 Boiler # 3 - May 2015Boiler # 3 - November 2015 Boiler # 4 - May 2015 Contract Requirements: Personnel Qualifications - 1.Contractor's boiler tune up technician performing the tune ups will be required to be qualified and trained to tune up the listed boilers and is experienced on boiler tune up on a regular basis. 2.Contractor's boiler tune up technician performing the listed boiler tune ups are required to be a Hays Cleveland trained technician or representative. The technician is required to be trained and qualified in programming, troubleshooting and performing maintenance on the Hays Cleveland UPAC. 3.Contractor will need to provide documentation that the technician performing the tune ups meets the contract qualifications and is a Hays Cleveland trained technician. Tune up Reports: 1.Contractor within two weeks of completing the boiler tune ups will provide three copies of the Combustion and Efficiency Report for each boiler with all the parameter settings and the following information to the VA contact person: (A) Contractors Name (B) Job Name (C) Work Order Number (D) Date of Tune Up (E)Technician performing tune up (F) Boiler Manufacturer (G) Boiler Number (H) Boiler Model Number (I)Boiler Serial Number VA Contacts: 1.Contractor shall contact the Hot Springs VA Operations Supervisor at 605-745-2000 ext 9-2642 to schedule tune ups. Note: The C&A requirements do not apply, and a Security Accreditation package is not required.
