Description
THIS REQUEST FOR INFORMATION (RFI) NOTICE IS NOT A REQUEST FOR PROPOSAL. This RFI is issued for comments and feedback only, to ensure that either PWS is NOT unreasonably restrictive. No special format is required. Capabilities statements will not be evaluated at this time. This notice is a market research tool (FAR Part 10) being used to determine the potential firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The government is providing both the current and the new contemplated Performance Work Statement (PWS) for comment. Feedback is encouraged and appreciated. Mission Installation Contracting Command - Fort Sam Houston (MICC-FSH) is seeking information on sources to determine capability to provide Force Management and Analysis Support Services. This service provides capabilities that enable Army Reserve Force Management, Strategic Initiatives planning, Strategic Logistics Resource planning, and Force Modernization. The service includes providing subject matter expertise, analysis, studies, assessments and reviews for the processes and associated functions of the Army Organizational Life Cycle Model (AOLCM). NAICS code 541611 quote mark Administrative Management and General Management Consulting Services quote mark (541 -- Professional, Scientific, and Technical Services) quote mark with a size standard of $15M and is the appropriate NAICS code for this requirement. This U.S. industry comprises establishments primarily engaged in providing operating advice and assistance to businesses and other organizations on administrative management issues, such as financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, new business startup, and business process improvement. This industry also includes establishments of general management consultants that provide a full range of administrative; human resource; marketing; process, physical distribution, and logistics; or other management consulting services to clients. The services being provided in this case are technical in nature; hence, NAICS code 541611 is appropriate. However, respondents may identify other potential NAICS codes and the reasoning to support the recommendation. This requirement is a follow-on requirement to W91LV2-14-F-0026. The services were previously procured using GSA contract vehicle (GSA Schedule 874-Mission Oriented Business Integrated Services (MOBIS). There are an original and revised Performance Work Statements found in the attachments. The Government has revised the PWS for enhancing competition. The government's determination on how to compete the proposed requirement will be based on market research and responses to the notice; and is at the discretion of the Contracting Officer. Since the current capabilities of industry, to include large and small businesses must be confirmed, all eligible large and small businesses are encouraged to respond.
