- The Spark M. Matsunaga VA Medical Center intends to negotiate a sole source contract with GSL Solution Inc. The proposed contract action is for a IntelliCab Enterprise Plus System to provide patient safety and privacy at the pharmacy pick up window by utilizing Radio Frequency Identification (RIF) enabled Real-time Will Call cabinets. Key System Features and Processes "4 drawer cabinet with Radio Frequency Identification (RFID) 61.5" H x 35.5" W x 27" D. "Lockable bins to ensure accurate and efficient dispensing of medications to patients by randomly placing patient bins in the cabinet for retrieval when patient picks up medications and/or supplies at the window. "Light technology utilized to indicate location of patient bin within the cabinet. "Real time tracking of bins, Interface with VISTA to document patient receipt of medication, supply and medication safety guides. Able to look up patient's order and view immediately the location of the bin, whether it is in the cabinet, in the check area, or being filled. "Able to designate RFID basket for removal by pharmacist only due to required patient consultation. "Able to produce report that will identify bins that will be returned to stock after a set number of days have pass. Also, allow for retrieval of bins from the cabinet in a safe and secure manner without interruption to the daily workflow. "Accountability of staff dispensing utilizing RFID badges unique to the employee. "Radio frequency identification cabinets that will secure patient medication and/or supplies awaiting pick-up. "Ability to interface with VA PIHCS VISTA program to ensure proper documentation of dispensing and receipt by patient. "Cabinet and coupling station must fit within a space of 9'H x 9'W and 4'D. "System must be able to securely store the bin randomly in any available RFID cell. The bin must be easily located and retrieved within the cabinet by utilizing a light system to indicate the bin(s) to be pulled. This sole source action is in accordance with the statutory authority of 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1. Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer for consideration. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements. Responses are due by March 25th, 2015 at 10:00 AM PST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be e-mailed to Orville.Landicho@va.gov. No telephone responses will be accepted. No reimbursement for any costs associated with providing capability statements will be provided by the Government. ? JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase. 1. PURCHASE REQUEST OR REQUISITION NUMBER: 1A. PROJECT/TASK NUMBER N/A1B. ESTIMATED AMOUNT: 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: Spark M. Matsunaga VA Medical Center has a requirement for a GSL Intellicab System to be utilized for the tracking, security and storage of prescriptions within the Will Call area of the pharmacy. The system will also proactively monitor, track and record in real-time what the user accesses in the Will Call utilizing Radio Frequency Identification (RFID) Technology. The GSL System will also reduce hand-out errors, decrease misplaced/lost prescriptions, reduce dispensing errors, allow for quicker delivery of prescription, increase security and increase quality control of the medication delivery process. The overall results are improved clinical outcomes, an increase in patient safety and efficiency of health care delivery. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: The GSL Intellicab System is the only system on the market that incorporates RFID into their pharmacy workflow. The system combines standard RFID tags with GSL's proprietary RFID readers, unique lockable cabinets, storage drawers and a computerized data tracking software to make the operation more accurate, secure and efficient. The current workflow without RFID requires bagging multiple prescriptions into a paper bag that is placed into a bin with the sponsor's social security number. There is no automated system that has visibility of how many prescriptions are stored within those bags or in the entire refill pickup area. This leads to miss-bagging, lost prescriptions and inefficiency especially when picking up multiple prescriptions. The GSL software records the time prescriptions are scanned into the system. This functionality greatly improves identifying and retrieval of the prescriptions and ensures that the right prescription is being selected for the right patient. If the wrong prescription is chosen the system will alarm and will freeze until a system administrator reset the system. Another additional feature is the ability to lock an RFID cabinet that stores controlled substances until it ready for pickup. 4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: The vendor GSL's IntelliCab Enterprise Plus System can be interfaced with the Vista program to document patient pick up, lot # and expiration dates of medication(s) and supplies dispensed by the pharmacy. The extra precautions built into the system will prevent the incorrect medication(s)/supplies being dispensed to the patient. 5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: The Contract Specialist completed several internet searches for IntelliCab Enterprise Plus System suppliers and manufacturers using Google, NAC, GSA e-Library, GSA Advantage, FPDS, and SAM websites. Market Research Findings: Contacted UNICOR (FPI), Ability One and searched their website catalog (http://www.abilityone.com/OA_HTML/ibeCZzpHome.jsp?minisite=10040&respid=22372&grp=IBE_M_OTHER and http://www.unicor.gov/). Market Research determined that the requisition is not available through Ability One and UNICOR. A searched on GSA Library and NAC revealed that the requirement is not available through GSA or NAC contract. A searched on SAM.gov revealed that the recommended vendor is a small business. A searched on Google and other website revealed that the IntelliCab Enterprise Plus System is the only system on the market that incorporates RFID into an outpatient pharmacy workflow. The system combines standard RFID tags with GSL's proprietary RFID readers, unique lockable cabinets, storage drawers and a computerized data tracking software to make the operation more accurate, secure, and efficient. There is no other automated system that has the same capabilities as the IntelliCab Enterprise Plus System. 6. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
