THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - THIS RFI IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES - IT DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP) OR A PROMISE TO ISSUE AN RFP IN THE FUTURE. Statement of Need The US Army Garrison Kwajalein Atoll (USAG-KA) and U.S. Army Space and Missile Defense Command/U.S. Army Forces Strategic Command Ronald Reagan Ballistic Missile Defense Test Site (USASMDC/ARSTRAT RTS) have a need for installation management operations, test/mission operations, and Command, Control, Communications, Computers Information Management (C4IM) to support Service, Joint, and commercial tests as an activity of the Department of Defense (DoD) Major Range and Test Facilities Base (MRTFB). Specific activities include (but are not limited to comprehensive missile system testing, space surveillance and object identification for the war fighter, military representative for the Commander, Pacific Command to the Republic of the Marshall Islands (RMI), and as US Department of State Military Attach. USAG-KA/USASMDC/ARSTRAT RTS consists of 11 islands leased by the United States Army from the RMI under a Military Use and Operating Rights Agreement (MUORA). The MUORA is part of the Compact of Free Association RMI, Public Law 99-239. Of the 11 islands, eight contain US Government property or civilians; two of these islands require 24/7 operations. During test operations, the range operational area expands to encompass an area within a radius of 500 nautical miles of both Kwajalein Island and Wake Island. The base operations are similar to maintaining two small cities. Kwajalein Island, the main island of operations, requires the following to support a population of approximately 1,500 : a fully functioning utilities system (power, potable, non-potable, and waste water) ; grocery store; school system (for grades pre K-12); security; housing; quality of life activities; airport operations; harbor operations; medical, dental and veterinary services; post office services; and retail stores. Roi-Namur, an island approximately 50 miles north of Kwajalein, requires the previous services, but for a smaller population (approximately 250). Mission operations require support in the following areas: radar; optical; telemetry; command and control; launch ordnance; calibration; data reduction; fixed- and rotary-wing flight services; and information services including intercontinental communications. Many of these capabilities are one of a kind in both their function and employment. Functions in each include operations, maintenance, and improvement and modernization (O&M and I&M). Milestones Performance start date: Transition period begins on the order of 90-120 days prior to 01 March 2018. Location/Demographics Kwajalein Atoll is approximately 2,100 nautical miles west-southwest of Hawaii. It is a crescent loop of coral islands enclosing the world's largest lagoon (1,100 square miles). The atoll is 75 miles from Kwajalein Island (on the south reef) to Ebadon (northwest corner) and 15 miles west/east (at the widest point). Kwajalein Island is home to approximately 1,500 people. The population is a mix of Active Duty (AD), Department of Army Civilian (DAC), contractors, and dependents. Roi-Namur Island is 50 miles north of Kwajalein Island, and is home to approximately 250 personnel. The makeup of the population is unaccompanied contractors. Meck Island is 20 miles east of Kwajalein Island. This island has no permanent residents, the use primarily during missions as a launch site. Ebeye Island is 5 miles east of Kwajalein Island. This island is home to approximately 13,000 local nationals. Wake Island is a U. S. possession, is utilized by some RTS test customers, and is supported during test activities on a campaign basis. It lies approximately 700 miles north of Kwajalein Atoll. Travel USAG-KA/USASMDC/ARSTRAT RTS is a remote location with limited travel options. Currently, there are only two arrival and departure options: Air Mobility Command (AMC) and United Airlines. Both options require travel through Hawaii. The minimum travel time from the Continental United States is two days. The remote location increases the transportation costs and lengthens schedule of goods. Corrosive Environment Kwajalein Atoll is one of the most highly corrosive environments in the world. Being only 900 miles above the equator, in the middle of the Pacific Ocean, the salt content of the wind ensures most metals - including stainless steel - start rusting in a matter of weeks. This environment results in a significant cost consideration as equipment refreshment rate and maintenance costs are significant. Host Nation Infrastructure The RMI is a developing nation. The neighboring islands do not have adequate infrastructure to support the population currently residing on Kwajalein Island. Local and third country nationals reside on Ebeye Island and must transit through Kwajalein Island to reach the international flights operated by United Airlines. This island has a struggling infrastructure due to the dense population, approximately 4,000 per square mile. Due to the limited infrastructure, USAG-KA/USASMDC/ARSTRAT RTS hosts all AD, DAC, and U.S. contractor personnel, as well as selected local national personnel. FUNCTIONAL AREAS: Test/Mission Operations The USASMDC/ARSTRAT RTS MRTFB technical support services consist of research, development, test and evaluation (RDT&E) efforts for on-site and off-site engineering, technical support services, and materials required to operate, maintain, analyze, and modify the RTS instrumentation and related support systems. The USASMDC/ARSTRAT RTS instrumentation includes (but is not limited to) highly sophisticated one-of-a-kind, state-of-the-art radar systems designed for collection of precise metric, imaging, and signature data; additional radar metric and impact location assets; telemetry data acquisition systems; and optics capabilities for highly accurate metrics, spectral characteristics, documentary video and photography, and scoring data. Further, these technical support services include: 1.Operation, maintenance, and modification of communications systems that provide secure and non-secure data, voice, timing, and control circuits for conducting test programs and space surveillance missions at USASMDC/ARSTRAT RTS, as well as routine administrative communication needs (note that this includes above baseline C4IM to include Information Assurance of these systems and networks); 2.Electro-magnetic frequency control, surveillance, and analysis; 3.Timing reference, synchronization, and control; 4.Photographic and video services; 5.Ordnance receipt, inventory, handling, and storage; 6.Communications Security (COMSEC) equipment receipt, inventory, and control; 7.Calibration, repair, and maintenance of Test, Measurement, and Diagnostic Equipment (TMDE); 8.Mission planning and preparation to include evaluation of mission requirements, development of mission support plans and operational planning documents, preparation of operations schedules, and the adaptation of procedures as required to successfully support user requirements; 9.Design, implementation, testing, and documentation of hardware and software modifications to the instrumentation and technical support systems in order to maintain the state-of-the-art capability required by the complex RDT&E missions supported by USASMDC/ARSTRAT RTS; 10.Operations, maintenance, and engineering support to the USASMDC/ARSTRAT RTS JWICS (Joint World-Wide Intelligence Communications Systems). C4IM OPERATIONS Baseline C4IM Provide all baseline classified and unclassified level of responsibilities for information technology support services in execution to Unified Capabilities communications standards, IAW DoD guiding policies. Guidance and policy are provided in Army Regulation 25-1 and the Command, Control, Communications, Computer and Information Management Catalog (C4IM) Service List (most current version). Guidance includes automation, communication systems, systems support, information assurance, sustainment, maintenance, repair, trouble shooting, and improvement of information technology. Currently, there are approximately 1,000 Pacific LandWarNet users for the.mil network that require a combination of Non-secure Internet Protocol Router Network (NIPRNET), and Secure Internet Protocol Router Network (SIPRNET). Above Baseline C4IM The user base for a.com network in support of Kwajalein is approximately 1,800 users to conduct official non-military government business and internal corporate business, requiring only limited monitoring for Communication Security (COMSEC) and Operational Security (OPSEC) concerns meeting common corporate security standards. Official non-military government business is defined as requirements that do not require access to.mil sites to conduct day-to-day business (e.g., schools, medical, automotive, library that are normally considered direct costs). Internal corporate business defined as areas that are necessary as a business function (e.g., human resource, communication on island between departments). INSTALLATION MANAGEMENT OPERATIONS Public Works Provide sustainment, maintenance, repair, improvement, and minor construction of real property, roads, airfields, piers, and utilities located on the eleven-leased islands based on the annual Common Levels of Service (CLS) set by Installation Management Command (IMCOM) in support of USAG-KA and its tenants. Tenants are responsible to identify and reimburse IMCOM for services above CLS. To accomplish the proceeding, performance shall include master planning, project design, space utilization (to include industrial and residential assignments, furnishings, and welcome packets), custodial services, vector and pest control, grounds maintenance, and shop equipment repair. The contractor will require full engineering support to include, financial planning, programming, budget execution, estimating, scheduling, and quality control to accurately capture costs and schedule performance for analysis, process improvement review, and billing to customers. Aviation Services Aviation services fall into three categories: 1) airport operations; 2) fixed-wing operations; and 3) rotary-wing operations. Airport operations include the normal functions found at small-sized airport terminals. The functions include cargo and passenger processing, aircraft ground guides, refuel operations, fixed wing preventative maintenance and minor repairs. Fixed-wing operations include flights between Kwajalein Island and Roi-Namur (on average 4 round trip flights daily for cargo and passengers), Kwajalein Island and Wake Island (based on mission customer needs currently once a year), Kwajalein Island and Majuro, RMI (on average twice a year). This effort is primarily in accordance with DoD 4500.53 and FAA Operations and Maintenance. Rotary-wing operations include flights between various islands within Kwajalein Atoll (on average 10 flights per day). This effort is primarily in accordance with Army Regulation (AR) 95-1, 95-2 and 95-20. Transportation Equipment Staff, manage, operate, maintain and control transportation equipment providing surface transportation of people and cargo similar to the needs of a small rural city. Equipment needs range from small (electric cart maintenance, express work bus shuttle, and airport cargo and people shuttle) to large (150-ton cranes for radar maintenance, cargo ship container loading and off-loading). Marine Services Staff, manage, operate, and control a marine harbor operations found at small-sized ports. The typical operations are surface transportation of people and cargo, maintenance of marine equipment and watercrafts, stevedoring, harbor control, and commercial diving. Dining Facilities Staff, manage, and operate a dining facility similar to other US Army bases. The number of meals are approximately three meals (breakfast, lunch, dinner) five days a week (Tuesday through Saturday) and two meals (brunch and dinner) twice a week (Sunday and Monday) for approximately 900 residents on Kwajalein and 200 residents on Roi-Namur. Quality of Life Activities Staff, manage, and operate community activity programs that meet the needs of the community providing, lodging, recreation and entertainment activities similar to other Moral, Welfare, and Recreation (MWR) programs. Activities based on the availability of facilities, funds, annual community surveys, and commander input are historically concerts, fireworks, a bowling alley, adult sport leagues, hobby shops, Christmas tree lighting, and movies. Medical Dental and Veterinary Services Staff, manage, and operate a small community clinic or family practice, dental clinic, and veterinary clinic. Also required are urgent care capabilities capable of stabilizing and preparing patients for medical evacuation. Education Staff, manage, and operate Child, Youth and School Services (CYSS), School Age Services (SAS) and K-12 grade school programs. These school programs consists of roughly 250 children. Environmental Services Staff, manage, enforce, and operate an environmental service program on behalf of USAG-KA in insuring compliance by USAG-KA, tenants, and all contracts to the Environmental Standards and Procedures for maintaining USAGKA Environmental Standards. This requirement is beyond any corporate needs related to environmental standards. This is a direct service provided to meet a US Governmental need. Grocery Services Staff, manage, and operate a small grocery store for the community. Any cost model should result in customers paying for the cost of goods sold, excluding any indirect or overhead costs. The result should be a self-sustaining effort requiring no appropriated funds. Postal Services Staff, manage, and operate a small US Military Postal Office (MPO) according to US Military Postal Service (MPS) regulations. Safety Services Staff, manage, enforce, train, and operate a safety program on behalf of USAG-KA in insuring compliance by USAG-KA, tenants, and its contractors. This requirement is beyond any corporate needs related to safety requirements. This is a direct service provided to meet a USG need. Information Sought: Please provide the responses to the following questions/statements on an electronic PDF white paper. The responses shall be clearly marked NO CLASSIFIED/PROPRIETARY INFORMATION. 1.Please identify your company, business size, and core competencies. 2.Does your company regularly engage in the business of providing base operation services, C4IM, and/or range test support services, which include the functions listed above? If yes, then briefly identify the related service functions your company is currently performing or has performed within the last five (5) years. Please provide no more than three of the most recent and relevant experiences to include contract type, period of performance, performance location, scope of work, and dollar value. 3.Would your company be interested in proposing the installation management operations, test/mission operations and C4IM services under one contract or submit separate proposals for respective contracts for each service function? What are your pros and cons for proposing and/or executing all service functions on one contract or separate contracts? THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF RESPONSES.
