- THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI) is planning to negotiate and award additional funds to a current contract, without providing for full and open competition, to Battelle Memorial Institute under Contract HHSN268201000041C. The purpose of this announcement is to provide a Pre-solicitation Notice as a synopsis for award. The intended procurement is classified under NAICS code 541712 with a Size Standard of 500 employees. THIS IS A SYNOPSIS. THIS IS NOT A SOLICITATION. Proposals are not being requested and a written solicitation will not be posted to FedBizOpps. Background The Healthy Communities Study, being conducted since August of 2010, assesses the associations between characteristics of community programs/policies and BMI, diet, and physical activity in elementary and middle school children, including communities that have a high proportion of African American, Latino, and/or low income residents. In addition to cross-sectional data, the HCS includes retrospective data on both BMI and community programs and policies. The retrospective BMI data is critical because the HCS will be able to assess longitudinal associations between BMI and childhood obesity programs and policies as these programs unfolded within communities over the past 10 years. The analyses, publication, and presentation of the longitudinal data will require additional funding because of the complex relationships between children's BMI trajectories and community programs and policies over time. Without the additional funding, the study cannot complete analyses of the longitudinal medical record and community data. The objective of this work is to clean and analyze longitudinal all of the community programs and policies and BMI data (from medical record abstraction) and develop a manuscript for publication and presentation. * All datasets shall be created in SAS Specific work being conducted: • Clean the longitudinal community program and policy data. This task includes: o Completion of cleaning all of the program and policy data by year for every community in the HCS study (i.e., 120+ communities). o Creation of intensity scores by year and community for the past ten years on every community in the study (i.e.120+ communities). o Development and delivery of HCS community program and policy data suitable to be included in a public use data with full documentation submitted to the NHLBI data repository https://biolincc.nhlbi.nih.gov/home/ o Development and delivery of HCS community program and policy data suitable for a de-identified investigator data set with full documentation to be delivered to NHLBI and the HCS university partners. This dataset is intended for use among only among HCS investigators and may contain more detailed data than that contained with the public use data set. • Clean all of the HCS longitudinal BMI data on approximately 5,400 children obtained from the medical records and combine with the in-person height/weight data. This task includes: o Combine all of the HCS BMI data abstracted from medical records with the in-person height/weight measurements of approximately 5400 children. o Assess the agreement between measured BMI and BMI from medical records. o Work with members of the BMI subcommittee to determine the most appropriate growth trajectory approach to analyze longitudinal BMI data in children. o Development and delivery of HCS children's BMI data from in-person household visits and medical record abstractions suitable to be included in a public use data with full documentation submitted to the NHLBI data repository https://biolincc.nhlbi.nih.gov/home/. o Development and delivery of HCS children's BMI data from in-person household visits and medical record abstraction suitable for a de-identified investigator data set with full documentation to be delivered to NHLBI and the HCS university partners. This dataset is intended for use among only among HCS investigators and may contain more detailed data than that contained with the public use data set. • Conduct analyses to assess the relationships between the longitudinal community program and policy data and the longitudinal BMI data. This task includes: o Work with members of the Executive Committee to determine the most appropriate covariates to include in analyses as well as determine the most appropriate multi-level model(s) to use. • Develop at least one manuscript for publication based upon the HCS longitudinal data (this task may be undertaken by various HCS investigators). This task includes: o Take the lead in developing and drafting the longitudinal CPP/BMI manuscript(s). o Work with the Presentations and Publications (P&P) subcommittee to determine the most appropriate authorship list. o Develop drafts of the manuscript(s) and circulate to potential co-authors including HCS investigators which may consist of Battelle staff, university partners, and NHLBI/NIH staff o Integrate feedback from co-authors and revise manuscript(s) as appropriate. o Ensure that appropriate publication clearance (e.g., NHLBI publication clearance) is received from the involved organizations o Collaborate with the P&P subcommittee to determine the most appropriate journal(s) to target. o Make all necessary changes to the longitudinal CPP/BMI manuscript (s) once it has been reviewed by the journal. o Follow the Healthy Communities Study Presentations and Publications guidelines in developing the manuscript(s). • Present the findings from the longitudinal analyses at an obesity-related conference (this task may be undertaken by various HCS investigators) This task includes: o Draft presentation abstract(s) to submit to conference(s). o Collaborate with the P&P subcommittee to determine the most appropriate authorship list for the presentation(s). o Work with the P&P subcommittee to determine the most appropriate conference(s) to target. o Develop drafts of the presentation(s) and circulate to co-authors. o Integrate feedback from co-authors and revise the presentation(s) as appropriate. o Ensure that appropriate publication clearance is received from the involved organizations. o Follow the Healthy Communities Study Presentations and Publications guidelines in developing the presentation(s). This synopsis is not a request for competitive proposals and the Government is not committed to award a contract pursuant to this announcement. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by 3:00pm Eastern Time, Saturday, April 4, 2015 and must reference number NHLBI-HV-2015-12.
