- THIS IS A SYNOPSIS OF PROPOSED CONTRACT ACTION FOR COMMERCIAL ITEMS IN ACCORDANCE WITH FAR 5.203. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTATION (RFQ). The Department of Energy (DOE), Golden Field Office (GFO) anticipates the issuance of solicitation DE-SOL-0008032 under the authority of Federal Acquisition Regulation FAR 12 Acquisition of Commercial Items, and FAR 13.5 Test Program for Certain Commercial Items. This solicitation will result in a Time-and-Materials (T&M) type service contract to conduct a rigorous evaluation of the impacts of the Building Technologies Office?s (BTO's) new residential efficiency activities to enable the quantification of the benefits and costs of DOE support for these activities. Quantifying and understanding these impacts will enable BTO and its Emerging Technologies Program to improve program design and execution as well as communicate programmatic successes to external stakeholders. The project is expected to be completed within 18 months after the start of the project (assuming the Paperwork Reduction Act (PRA) clearance process is required for planned surveys); 12 months if no PRA clearance is required. Tasks include: Conducting a project initiation meeting with the DOE Project Manager, DOE staff, and expert reviewers to discuss the proposed work and schedule; Conducting preliminary review of key documents, hold meetings and interviews with program/project managers and key stakeholders, and conduct preliminary modeling and planning; Drafting a detailed evaluation plan for conducting the benefit-cost impact evaluation and participate in a peer review of the plan; Conducting data collection and analysis and provide interim feedback; Preparing draft report, participate in peer review process and finalize report; Briefing DOE on the findings from the evaluation; Providing project management; and Providing project status reporting. The estimated magnitude is bet ween $400,000 and $500,000. The NAICS code for this requirement is 541690 with a size standard of $15.0. This requirement is not being set-aside for any small business concerns. The anticipated date of issuance of the RFQ will be available on or about April 3, 2015. The RFQ will be posted on FedConnect (www.Fedconnect.net) and FedBizOps (www.fbo.gov). Copies of the RFQ will not be available until it is posted on these systems. All future information about this RFQ, including any amendments, will also be available through FedConnect and FedBizOps. Interested parties are responsible for continuously monitoring these websites to ensure that they have the most recent information about this proposed contract action. The anticipated award date for this contract is July 1, 2015.
