- The Contracting Division, Code 410, Portsmouth Naval Shipyard, Kittery, ME. intends to contract for services utilizing 100% Small Business procedures with Firm Fixed Price provisions for Non-Nuclear Painter for support services to provide qualified personnel capable of performing the typical tasks identified in the Performance Work Statement in support of various types of 688 class submarine overhauls. Contractor shall provide painters, gas free services and management services as defined in the PWS. The planned location for services is Portsmouth Naval Shipyard, Kittery, Maine. The estimated Straight time hours =24,000, estimated o vertime hours =4,800 no more than 28,800 total hours. The estimated period of performance as follows: Base Period of Performance is 01 June 2015 through 27 July 2015. Option 1 Period of Performance is28 July 2015through 22 September 2015. Option 2 Period of Performance is 23 September 2015 through 18 November 2015. The hours of work for contractor personnel are as follows: •· Day shift hours-of-work are 0700-1530. •· Afternoon shift hours-of-work are 1500-2230. •· Shifts are Monday through Friday Estimated No. of Painters AM shift 10, No. of Painters PM shift 15 The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, FAR Subpart 13.5 - Test Program for Certain Commercial items and FAR Subpart 19.5, Set Asides for Small Business. The North American Industry Classification System (NAICS) code for this acquisition is 336611, Non-Nuclear Painters trade. T he Size Standard is 1000. A complete Request for Quote package will be available for downloading at the following websites: www.fbo.gov. on or about 24 March 2015. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the Offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the Systems for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
