- 1.THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR QUOTE. This notice is being published by the Army Contracting Command-Redstone Arsenal in accordance with Federal Acquisition Regulation (FAR) Parts 5.201 and 5.204 requiring notice of a proposed contract action. This is a notice of intent to extend the Standards and Specifications contract provided under Contract Number W9124P-09-C-0015 to IHS Global, Inc for a period not-to-exceed 1 year through March 31, 2016. This contract will consist of one 3 month base period and nine 1 month options. This is NOT a request for competitive proposals. The statutory authority for this sole source action is 41U.S.C. 253(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Inherent duplication of cost to the Government and delays in service make competition not feasible for the extension. Award is subject to Justification for Other Than Full and Open Competition approval. This requirement provides support for AMC's mission in research, development, testing and lifecycle management and other requirements as deemed appropriate by AMC. This requirement is an enterprise database subscription providing Army Materiel Command (AMC) and Major Subordinate Commands (MSCs) electronic access to standards and specifications publications, parts information and lists that are required to perform AMC's mission in research, development, testing and lifecycle management. Access is internet based via AKO to support all AMC personnel worldwide as they perform research, development, and lifecycle management functions of all ground and air platforms, munitions, and soldier systems that AMC supplies. This bridge extension will ensure daily operations are not interrupted until a new contract is awarded. The standards and specifications currently provided by IHS will be competed in the near future as a FY 2015 award is anticipated. This notice of intent is only for this extension and is NOT a request for competitive proposals for the future requirement. However, the Government shall consider all responses received within seven days of this posting if it applies to this extension. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish capability to fulfill this requirement. The Army Contracting Command-Redstone Arsenal will not be responsible for any costs incurred by interested parties in responding to this notice.
