- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13 and FAR 6.302-1 for other than full and open competition. The Army Contracting Command - Aberdeen Proving Ground, Tenant Division, 4118 Susquehanna Avenue, APG, MD 21005 has a requirement to procure the following items: Three(3), Mastercontrol Enterprise Business Units, PRD1590 Three(3), Mastercontrol Maintenance support agreements, MSA200. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency requirements, the Government intends to award a Firm-Fixed Price (FFP) sole source order/contract to Mastercontrol, Inc. Mastercontrol Quality Management System(QMS) is the current system in use throughout USAPHC labs and an expansion requires three additional Mastercontrol Enterprise Business Units. Mastercontrol is the sole supplier and authorized Service Company for their QMS. Therefore, the brand-name of Mastercontrol are required to meet the Army's needs. The associated North America Industry Classification System (NAICS) Code is 511210 and the Business Size Standard is 1000. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, Tuesday, April 1, 2015. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
