- Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to request a proposal on a non-competitive basis with Bell-Boeing Joint Project Office (BBJPO), Amarillo, TX for the procurement of design, development, testing and initial production of Hydraulic Test Program Sets (HTPS) to be used on the V-22 Hydraulic Automated Test Stand (VHATS). The development will include HTPSs for the V-22 Aircraft hydraulic systems of the on the Flight Control Reservoir Module and the Utility Reservoir Module, as well as Options for development of HTPSs for hydraulic systems of the Back Up Brake Control Module and the Capstan Drive Hydraulic Motor. Requirement also includes a full military logistics data package for each HTPS. The Government intends to negotiate this requirement under the authority of 10 USC 2304 (c)(1), as prescribed by FAR 6.302-1. The Government does not own data, drawings, or other specifications to permit full and open competition. BBJPO is the designer, developer, and Original Equipment Manufacturer (OEM) of the V-22 Aircraft and is the only known source to have sufficient technical data to fulfill this requirement, as well as a VHATS station, access to which is required for testing and development. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days of publication of this synopsis will be considered by the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Navy anticipates the award to be a firm fixed price and a cost plus fixed fee type contract.
