- This is a presolicitation notice in accordance with FAR 5.204. The MICC Fort Gordon, on behalf of the Cyber Center of Excellence intends to issue solicitation number W91249-14-R-0001 for the procurement of the requirements under Expeditionary NETOPS, Telecommunications Engineering and Information Assurance Analysis Service for TRADOC Capability Manager - Network Service (TCM N&S). The offerors must have a current DoD Facility Clearance Level (FCL) of Top Secret in order to respond to this RFP. IMPORTANT INFORMATION TO VENDORS: The government anticipates on providing a solicitation on or around 18 April 2015. The requirement for Expeditionary NETOPS, Telecommunications Engineering and Information Assurance Analysis Service for TRADOC Capability Manager - Network Service (TCM N&S) (W91249-14-R-0001) is being issued as an 8(a) competitive. This award will result in a firm fixed price contract. The period of performance will consist of: - One Base Period of (12) months; - 2 Option Period of (12) months; This is a follow-on contract to the Expeditionary NETOPS, Telecommunications Engineering and Information Assurance Analysis Service for TRADOC Capability Manager - Network Service (TCM N&S) requirement. North American Industry Classification System (NAICS): The NAICS code for this requirement is NAICS Code 541330, for Engineering Service, with a business size standard of $35,500,000.00. Description of Work This requirement is to provide the necessary analytical and/or engineering support to collect, analyze and refine C41-CS/IDM requirements; then produce Joint Capabilities Integration and Development System (JCIDS) documentation products. Also provide on-site Subject Matter Expert (SME) during experiment and/or war games. The contractor shall ensure that NetOps products are synchronized with internal and external U.S. organizations. The task areas are stated below: 1. Execute Requirements Determination of Content Strategy (CS)/IDM Procedures. 2. Execute NetOps Requirements Determination for Signal Force Requirement. 3. Execute NetOps Requirements Determination for USACyberCoE in support of TCM N&S. Capabilities Integration and Development Systems (JCIDS) documents. 4. Provide Direct Support to TCM N&S to Ensure Validation of Signal Soldier Training Issues During WIN-T Assemblage Testing. 5. Provide Direct Support to TCM N&S to Perform Analysis of Tactical and Strategic NetOps Requirements for Baseline Systems, Technologies and Programs Under TCM N&S Charter. 6. Provide Telecommunications Engineering and Information Assurance Analysis Support. 7. Develop Operational Mission Threads IAW the U.S. Army Interoperability Certification Policy. 8. Provide Support to Network Integration Evaluation (NIE) Events. 9. Participate in Working Group Meetings and Program Reviews. 10. Provide Training Analysis and Interactive Multimedia Instructional Support. 11. Review and Meetings. 12. In Progress Reviews (IPR) 13. Execute DOTMLPF Capabilities Integration. 14. Execute Capability Innovation. 5.18 Execute Cost Benefit Analysis (CBA) 15. Execute Support to New Equipment Training (NET). 16. Execute Combatant Commands (COCOM) Coordination. 17. Execute Operational Architecture. 18. Execute Review of request for proposals (RFP). 19. Execute Warfighting Functional Awareness. 20. Execute Registration Authority (RA) Support. 21. Execute Local Registration Authority (LRA) Support. 22. Execute Network 2020 Support. 23.
