- This announcement serves as notice to all potential offerors the 48 th Fighter Wing, 48th Contracting Squadron (48CONS), Building 977, Boston Drive, Brandon, Suffolk, IP27 9PN, United Kingdom anticipates the release of a Request for Proposal (RFP) under solicitation number FA5587-15-R-0006 to provide Base Level Human Resources System Management (HRSM) & Base Enlisted Speciality Training (BEST) at RAF Lakenheath and RAF Mildenhall, UK. The North American Industry Classification System (NAICS) code for the solicitation is 561110—Office Administrative Services. 48 CONS is advertising its intent to post the RFP on 8 April 2015, for a requirement for a qualified business concern capable of providing personnel and supervision necessary to accomplish BEST and HRSM services at established facilities on RAF Lakenheath, RAF Mildenhall, England and Geographically Separated Units (GSU). The period of performance shall cover a base year plus four option years from from 01 October 2015 through 30 September 2020. This service shall require the contractor to provide personnel and supervision necessary to accomplish Human Resources System Management (HRSM) and Base Enlisted Specialty Training (BEST) at Royal Air Force (RAF) Lakenheath, United Kingdom (UK) and RAF Mildenhall, UK as well as, Geographically Separated Units (GSU). The contractor shall provide all management, personnel, supervision, and other items and services necessary to perform services as defined in the Performance Work Statement (PWS), except as specified as government furnished services. In addition, adhere to the standards identified in AFCSM 36-699, Vol 1, Personnel Data Systems, and Vol 6, Human Resources System Management (HRSM) PC-III/MilPDS; AFI 33-332, Air Force Privacy Act Program; AFI 33-364, Records Disposition Procedures & Responsibilities, Chapter 3; AFI 33-115, Vol I, Network Management, Vol II, Licensing Network Users and Certification Network Professionals, AFI 36-2201, Air Force Training Program and additional instructions or manuals implemented to manage HRSM and Base Training Functions listed within this PWS. Advise the MPS Commander and Superintendent on technical matters per AFCSM 36-699, Vol 6, Table 24.1 (HRSM responsibilities). The solicitation will be issued under full and open competition procedures, with an anticipated award date of 1 September 2015.
