sources sought questionnaire - Ramstein Paving and Civil Work IDIQ This is a Sources Sought Synopsis announcement/market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation for proposals and no contract shall be awarded from this synopsis. The information received will be used within the Air Force to facilitate the decision making process and will not be disclosed outside of the agency. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the survey. Ramstein Air Base, Kaiserslautern, Germany is seeking sources with current relevant experience, personnel and capability to perform a Paving/Civil IDIQ, Firm Fixed Price (FFP) construction contract on all federal facilities in and around Kaiserslautern Military Community (KMC). These projects are intended to provide on-going paving requirements. The work includes but is not limited to a broad range of maintenance, repair, and minor construction work on paved areas throughout the KMC. The aforementioned general description of work does not, in any way, limit the responsibility of the Contractor to perform all work and furnish all labor, materials, tools, equipment, transportation, quality control management and supervision necessary to complete all operations required. All aspects of construction shall be completed and ready for use in accordance with the technical provisions (specifications) and applicable drawing plans of these projects. The work to be performed in connection to this project includes, but is not limited to the following: Construction, alteration, repair, and maintenance of asphalt & concrete projects to also include roads, streets, highways, alleys, parking areas, and their associated facility, such as but not limited to concrete sidewalks, curbs and gutters, guardrails, U-ditch, drainage pipe, traffic striping, pavement marking, and related work. Work will include cold milling, excavation, embankment grading or sub base and base course, compaction, density test, bituminous surface treatment, seal coating, asphalt concrete paving, adjustment of existing utilities and structures, traffic control and other related work. The North American Industry Classification System (NAICS) Code is 237310, Highway, Street and Bridge Construction. Any resultant contract will be a Firm Fixed Price (FFP) contract. Interested parties should submit the attached questionnaire to the identified point of contact not later than close of business - 1630 Central European Time (UTC+1) on 2 April 2015. Oral communications ARE NOT acceptable in response to this notice. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be current/active in the System for Award Management (SAM). The SAM website is: http://www.sam.gov/. Submission of any information in response to this sources sought notice is completely voluntary. Once again, no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
