- The NOAA’s Deep Sea Coral Research and Technology Program of the Northeast Fisheries Science Center (NEFSC) is seeking a charter vessel to participate in a priority research project relative to the deep sea coral off the northeast coast. This project is in the third of three years of work that is being funded as part of a larger national focus on the nation’s coral and sponge resources. The vessel charter will be involved in collecting deep-sea corals, specifically sea pens, in the Gulf of Maine and along the northern edge of Georges Bank using a beam trawl, benthic dredge or other appropriate gear. The selected vessel will be required to operate on, more or less, a 24 hour basis and collect specimens for shipboard and laboratory analyses. Sampling will be conducted in areas of known or suspected high abundances of sea pens. The exact locations will be determined in consultation with the contracted vessel. The work should take no more than five (5) days at sea between April-May 2015. The minimum vessel requirements for this charter consist of the following: - Capable of safe deployment, operation and recovery of a beam trawl and/or benthic dredge on the continental shelf in waters ranging from 30 to 200 fathoms. - The vessel shall have been actively used within the past 12 months and a track record of successful operations would be highly desirable. - The vessel must be able to maintain a minimum cruising speed of 8 knots in low sea states. - The vessel must be capable of deploying and recovering a benthic grab, such as a VanVeen or Smith-McIntyre grab, as well as being able to deploy, tow, and recover a small beam trawl (6 foot beam) or other benthic dredge. - Ideally the vessel will be completely rigged for trawling including a stern ramp and gallows or gantry, a winch with a minimum of 600 fathoms of trawl wire in good condition and free of signs of excessive wear, and the ability to accurately measure the length of the trawl wire deployed. - A minimum of 90 ft 2 of dedicated dry space for computer equipment. - - A dry storage area for scientific supply storage of at least 150 ft 2. - A suitable, dedicated, dry counter area on the bridge large enough to accommodate one computer and monitor with adjacent 110/115 volt power outlets for collection of vessel sensor data. - Clean, sanitary, and sufficiently ventilated berths with mattresses for 5 ships crew and 3 scientists. Bunk areas shall contain at least one drawer or closet per occupant for storage of clothing and personal gear. - A minimum of one head, one shower and sink with hot water that is available to scientific crew. - - Sufficient potable water for scientific staff and vessel crew for the duration of the cruise. - - Galley facilities for required staff and crew. A comprehensive list of actual requirements will be included in the Statement of Work within the solicitation package document. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 483112. The small business size standard is 500 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Part 13. The Award will be made to the quoter whose quote meets all Statement of Work and solicitation requirements and is judged to be the best value, by an integrated assessment of price and other evaluation factors to be listed in the solicitation. Solicitation documents will be made available for download ON OR ABOUT March 22, 2015 at http://www.fbo.gov/. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. Quotes shall be submitted no later than April 2, 2015, 4:00 PM EST.
