- 1.Agency and Contracting Activity Identification: The Department of Veterans Affairs, National Cemetery Administration (NCA), Oakland Memorial Service Network, 1301 Clay Street, Suite 1230 North, Oakland CA 94612-5209, has received requirements to purchase headstone services from one GSA Vendor. In accordance with FAR 8.405-6 the VA seeks to use limited sources on GSA to acquire headstone services from Dial Engineering. 2.Nature of Acquisition Being Approved: Circumstances require that this be done without the benefit of full and open competition. The proposed contract vehicle shall be a onetime procurement purchase of services listed on Dial Engineering's GSA FSS Schedule GS-21F-040BA. The period of performance shall be April 1, 2015 through September 1, 2015. 3.Description of Requirement: The NCA Oakland Memorial Service Network as directed by the San Joaquin Valley National Cemetery requires Headstone services of Dial Engineering. The estimated cost is $31,800.00 4.Identification of the Justification Rationale: This requirement is being procured under the authority of FAR Part 8.405-6 which provides that a competition may be limited if only one source is capable of responding due to the additional cost to the government if the services were competed because of contractor mobilization and de-mobilization for a period of only 6 months. Dial Engineering is the current contractor and a new solicitation which includes these services combined with grounds maintenance is in process and the anticipated award date is October 01, 2015. 5.Best value determination: The current Federal Supply Schedule (FSS) contract has been deemed fair and reasonable by GSA for its products and services 6.Market Research: In accordance with FAR Part 10 Market Research, various VA and Federal Supply Contracts were reviewed.
