Description
WC-133M-15-RQ-0335 The National Oceanic and Atmospheric Administration’s (NOAA), Aircraft Operations Center (AOC) intends to purchase aircraft maintenance services for the removal and reapplication of the fuel tank sealant for the NOAA WP-3D research aircraft. Performance Aircraft Services Inc. (PASI) located in Grapevine, TX has been identified as the only known source that can provide the needed items as specified below that will also meet the Government’s intended use. Sealant removal and replacement on NOAA WP-3D wing surfaces must be accomplished in accordance with NAVAIR approved processes per the Naval Aviation Maintenance Program (NAMP). Performance Aircraft Services Inc. is the only industry source that has demonstrated the process for medium pressure water removal of aircraft sealants and has obtained NAVAIR approval of the process. If the Aircraft Operations Center cannot procure the needed services, it will have a significant impact to reduce the risk of water intrusion, aircraft damage contamination and/or corrosion of the aircraft fuel tank The requirements for the service are as follows: Ø Removal of old sealant and installation of EF-5992 sealant in Tank 5 of NOAA WP-3D aircraft (N42RF) · Quantity of 1 All items shall be delivered to the Naval Air Station Jacksonville, located in Jacksonville, FL. The Government is not aware of any other vendors that can provide the installation of the specialized aircraft fuel tank sealant while also meeting all of the requirements listed above. The intended procurement is for aircraft fuel tank sealant for which the government intends to purchase under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to solicit and negotiate with the only known source (Performance Aircraft Services Inc. ) under the authority of FAR 13.106-1(b)(1)(i). All proposals received prior to the close of this notice will be considered by the Government. However, this is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a purchase order to Performance Aircraft Services Inc., whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must be an authorized installer of the EF-5992 aircraft sealant manufactured by Meggitt Polymers & Composites. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability as an authorized installer. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the proposed aircraft sealant. Offerors may send their proposal via email only to james.d.moore@noaa.gov. The NAICS code for this requirement is 326299. All responsible sources may submit requested information which will be considered by the Agency. All contractors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website.
