- Mission and Installation Contracting Command (MICC), Joint Base Lewis-McChord (JBLM), Washington, is currently conducting preliminary planning market research to determine commercial market practices and the existence of viable commercial sources capable of providing Aircraft Transient Alert and Wash Services at JBLM-McChord Field, WA. An important outcome of this research is the possibility of setting this acquisition for exclusive competitive participation within a specific Small Business Administration (SBA) program in accordance with (IAW) FAR 19.201(a). Specific SBA programs are veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, economically-disadvantage women-owned small business, and women-owned small business. The tentative North American Industry Classification System (NAICS) code selected for this acquisition is 488190, Other Support Activities for Air Transportation - quote mark Airports, Flying Fields, and Airport Terminal Services (aircraft servicing and repairing) quote mark and the small business size is $32.5 million per annum. MICC JBLM is seeking industry information and comments from sources with capabilities to perform the contract with relevant experience in all of the functional areas mentioned in the description of services. Interested parties shall complete and submit the attached Sources Sought Notice/Request for Information Questionnaire to the Government. You are advised that providing responses to the questions will not automatically include you in the acquisition process for future solicitation. Description of Services: The contractor shall supply sufficient manning to ensure quality and timely services. As a minimum, the contractor shall accomplish an aircraft tow, wash preparation, wash, lube, and restoration within specified time limits and IAW applicable technical data, while at the same time, recover and launch 2 large aircraft (cargo/transport/tanker type) and no more than 8 small aircraft (fighter/trainer). At a minimum, contractor manning will not fall below levels that would prevent following all applicable technical data and ensure safe flight line operations. On rare occasions, mission requirements may necessitate scheduling two washes in one day; in this case arrangements will be made no later than 48 hours prior to allow for manning adjustments. Additionally, the contractor shall start a flight line wash service within 2 hours after notification and respond for de-icing fluid clean up within 1 hour. Above and beyond these requirements, when the number of aircraft requiring service precludes servicing at the same time, the MOC will determine the order priority. Please see attached DRAFT Performance Work Statement (PWS) for additional information. The PWS is subject to change. Responses to this Sources Sought/Request for Information will not be returned. Responders are solely responsible for all expenses associated and incurred by responding to this Sources Sought/Request for Information. The Government reserves the right to determine how it should process as a result of this notice. 52.215-3 - Request for Information or Solicitation for Planning Purposes. Request for Information or Solicitation for Planning Purposes (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid, and proposal costs, of the Federal Acquisition Regulation. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of conducting preliminary planning market search to determine commercial market practices for these services.
