Description

FHWA’s HAIS has a requirement to receive e-authentication connection services for Non-Federal users. This authentication allows the Non-Federal users access to secure Federal Highway Administration (FHWA) applications in compliance with the Federal Government Mandate. The e-authentication must include Assurance Level 2 of users and a connection service that uses SAML 2.0, including maintenance. The connection also must be able to use the FHWA’s existing hardware infrastructure and software platform. The service is an upgrade to the existing SAML 1.0 protocol. The service must transition the 2000 existing Non-Federal users without interruption to access on FHWA applications. In accordance with FAR 8.405-6(a)(1)(i)(B), the Federal Highway Administration (FHWA) awarded a limited source Firm-Fixed Price, General Services Administration (GSA), Federal Supply Schedule (FSS) Order to Operational Research Consultants, Inc. (ORC), for non-personal, professional e-authentication connection services for Non-Federal users in support of the FHWA Office of Information & Management Services' (HAIS) requirement. The attached Limited Sources Justification (LSJ) is posted pursuant to 8.405-6(a)(2). All questions related to the referenced LSJ should be directed to Kevin Hardy at kevin.hardy@dot.gov.
