Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. * INDICATES CORRECTION THIS IS AN A-E ANNOUNCEMENT. NO FURTHER DOCUMENTATION WILL BE PREPARED OR PROVIDED. Announcement Section A - General Information i.Solicitation W9128F-15-R-0006 is for SMALL BUSINESS PARTICIPATION under NAICS Code 541330 having a size standard of *$15,000,000* total capacity. A firm's size status at the time response is received is subject to Contracting Office's verification (through the System for Award Management (SAM) database, or by other means). The Government intends, after successful negotiations with the most qualified firms, to award one Indefinite Delivery Indefinite Quantity (IDIQ) contract for A-E services for security, antiterrorism, and other protective measures for Department of Defense (DoD) and other Federal facilities. ii.The topics of A-E services to be issued under this IDIQ include: (1) Design of access control points (ACP) and entry control facilities (ECF) for military installations. The design of ACP and ECF includes all appurtenant mechanical, electrical, structural, foundation, transportation, geometric layout, and other engineering necessary to provide a complete and usable ACP or ECF that meets the installation requirements. (2) Physical security, antiterrorism, and protective measures. (3) Surveys and assessments of the physical security, protective, and antiterrorism measures for existing facilities. iii.The types of A-E services to be awarded under this IDIQ may include: (1) Architectural and engineering analyses and designs. (2) Preparation of construction plans and specifications. (3) Architectural and engineering studies and reports on existing and proposed security, antiterrorism, protective measures. (4) Development of guidance, criteria, guide specifications, methodologies, manuals, and training for the design of security, antiterrorism, and protective measures. Announcement Section B - Selection Criteria (Evaluation Factors) and Related Submission Requirements i.The selection criteria for this synopsis are listed below in descending order of importance. Items 1 through 5 are primary selection criteria and are listed in descending order of importance. Item 6 are secondary selection criteria and will be used only to distinguish differences between offerors that are equal in all other respects. Offerors shall submit and demonstrate the following areas of expertise and capabilities to be evaluated as part of the selection process: 1.Must demonstrate the ability to provide services that may require access and development of information that is restricted but unclassified as well as classified as Confidential or Secret. Therefore, offerors must have at a minimum a secret security clearance. 2.Must demonstrate ability to perform at least 50% of the labor effort with their own personnel per FAR 52.219-14. 3.Specialized Experience and Technical Competencies. The firms shall demonstrate their experience and competencies in the technical requirements listed in this subsection. The experience and competencies listed in this subsection are of equal importance. a) Demonstrate experience with the engineering skills necessary for the design and construction of access control points (ACP) and entry control facilities (ECF) including all appurtenant mechanical, electrical, structural, foundation, transportation, geometric layout, pavement design, and other engineering skills necessary to provide a complete and usable ACP or ECF. Firms need only demonstrate experience with the engineering skills necessary for ACP or ECF design and construction to meet the requirements of this selection criterion. Experience with ACP or ECF design and construction is not necessary; however, extra consideration will be given for demonstrated experience with the following: The actual design and construction of ACP and ECP. The Army Standard for Access Control Points and/or Unified Facilities Criteria (UFC) 4-022-01 Security Engineering: Entry Control Facilities/Access Control Points including determining the required location that will defeat the four defined threat scenarios and permit application of a Surface Deployment Distribution Command. The application of active vehicle barriers (AVBs) and active vehicle barrier control systems in accordance with the Unified Facilities Guide Specification (UFGS) 34 41 26.00 10 Access Control Point Control System. The design of guard booths, canopies, visitor control centers, search offices, overwatch facilities for ACP and ECF, traffic islands, and emergency power. b) Demonstrate experience with developing; designing; and preparing construction plans, specifications, and construction cost estimates for measures to resist specified aggressor threats using UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings and UFC 4-020-01 DoD Security Engineering Facilities Planning Manual, and other UFC in the DoD Security Engineering Series. c) Demonstrate experience with surveys and assessments of the security, antiterrorism, and protective measures for existing facilities for compliance with DoD and other Federal criteria. Also demonstrate experience the preparation of reports that include implementation plans, installation instructions, and estimated costs for improving the security, antiterrorism, and protective measures. Extra consideration will be given to offerors that demonstrate experience with building damage models using computer software such as Blast Effects Estimation Models (BEEM), Vulnerability Assessment Protection Option (VAPO), or other equivalent software packages. d) Demonstrate experience with architectural or engineering studies of existing and proposed security, antiterrorism, and protective measures for the development of guidance, criteria, guide specifications, methodologies, manuals, and training. 4.Personnel Qualifications. Demonstrate the professional qualifications, specialized experience, and technical competencies of their personnel in the design of security, antiterrorism, and protective measures. The key design services to be considered are the same as those listed under the quote mark Specialized Experience and Technical Qualifications quote mark subsection of this synopsis. At a minimum, provide resumes for the follow design professionals: One registered architect or licensed professional engineer to serve as a project manager or team leader for task orders. This individual may also serve as one of the design professionals listed below. One registered architect. One licensed professional civil engineer. One licensed professional structural engineers. One licensed professional mechanical engineer. One licensed professional electrical engineer. 5.Past Performance. Past Performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources. (May be evaluated from ACASS information obtained by the Omaha District Office). Past Performance Questionnaires (PPQ) may be used to provide or supplement a firm's past performance with other than U.S. Governmental clients. Firms which choose to use the PPQ may obtain a PPQ standard form by submitting a request to the below referenced POC to the Contract Specialist. 6.Offerors are to submit volume of Department of Defense (DOD) contract awards the Contractor has received and has active actions on in the last twelve (12) months. Announcement Section C - Ratings and Definitions i.The following ratings will be used to evaluate documentation submitted by offerors (note that documentation submitted for evaluation in response to this announcement may be referred to throughout this announcement as an quote mark offer quote mark, quote mark proposal quote mark, or quote mark response quote mark - all of which are representative of the SF330 information being requested by this announcement): Exceptional - The offer exceeds the scope of the announcement requirements in the majority of the aspects of the particular factor. Strengths are present indicating maximum benefit to the government and no weaknesses, significant weaknesses or deficiencies are indicated. Above Average - The offer exceeds the scope of the announcement requirements in many aspects of the particular factor. Strengths are present indicating significant benefit to the government. The proposal may have weaknesses that have no impact on the proposal as a whole and do not require correction. Average - The offer matches the scope of the announcement requirements of the particular factor. There may be strengths but they may not aggregate into an advantage indicating additional benefit to the Government, or they may be offset by weaknesses. Any weaknesses noted have only a minor impact on the proposal and are easily correctable. Marginal - The offer matches some, but not all, of the announcement requirements of the particular factor. There may be limited or individual strengths, but they do not aggregate into an advantage and are offset by weaknesses, significant weaknesses and/or deficiencies. Weaknesses, significant weaknesses and/or deficiencies are correctable without major revision to the proposal. The Government may still receive benefit from the offer submitted. Unacceptable - The offer fails to meet a majority of announcement requirements or has omitted critical information required to evaluate the factor. There are no strengths. The offer contains multiple weaknesses, significant weaknesses and/or deficiencies, which are all correctable only with major revision to the proposal. A proposal that receives a final rating of quote mark Unacceptable quote mark for any factor may not be considered for award. Neutral - In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated either favorably or unfavorably on past performance. ii.Definitions: Strength - Any aspect of a proposal that, when judged against a stated evaluation factor, enhances the merit of the proposal or increases the probability of successful performance of the contract. Weakness - A flaw in the proposal that increases the risk of unsuccessful contract performance. A quote mark significant weakness quote mark in the proposal is a flaw that appreciably increases the risk of unsuccessful contract performance. Deficiency - A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level. Announcement Section D - Submission Instructions, Selection Process and Additional Information i.Eligible interested firms having the capabilities to perform this work must submit ONE (1) ORIGINAL AND TWO (2) COPIES, each containing Parts I and II of the SF330 information for the prime firm and all subcontractors/subconsultants (as necessary), as directed with respect to time, date, place of receiving proposals and acceptable methods of delivery identified in item iii, Section D of this Announcement. Part I, Part II and Sections of the submitted SF330 information (reference SF330 instructions for definitions of Part I, Part II and Sections) of each copy shall be separated by tabs (dividers) and clearly marked. Part I, Section H shall include all information requested per this announcement that does not reasonably fit, in the offeror's best estimation, into any other Sections of SF330 Part I or Part II. FOR THE PRIME OFFEROR, PROVIDE THE FIRM'S DUNS NUMBER AND CAGE CODE IN SF330, PART I, BLOCK B, BOX 5. FOR SUBCONTRACTORS/SUBCONSULTANTS, PROVIDE THESE FIRMS' DUNS NUMBERS AND CAGE CODES IN SF330, PART I, BLOCK C, BOX 9. All proposers, including joint-ventures, must be registered in the System for Award Management (SAM) at https://www.sam.gov and have completed their Online Representations and Certification Application (ORCA) section. All proposals submitted will become, upon receipt, the property of the U.S. Government and will not be returned. After evaluation of proposals, the original will be retained for the official contract file. Extra copies of the awardee's proposal may be provided to other offices for carrying out contract administration functions. Any extra copies of proposals deemed unnecessary by the government will be destroyed. ii.Upon completion of evaluation of the SF 330 offers received, a short list of most qualified firms will be determined. Until selection is completed, there will be no notification of any type to proposing firms. Once the short list is approved by the Source Selection Authority, those firms that did not make the short list will be promptly notified. There will one small business contract awarded as a result of negotiations. iii.Completed SF 330 information must reach the Contracting Division Offices not later than 20 Apr 2015. The packaging that contains the response materials must be SEALED and MARKED: quote mark Response to Announcement No. W9128F-15-R-0006; to be opened by Contracting Division personnel ONLY. quote mark The date that responses are due shall also appear on this packaging marking. If submitting by mail, send offers to the following address: U.S. Army Corps of Engineers, Omaha District ATTN: Donna Larson (CECT-NWO-M) 1616 Capitol Avenue Omaha, NE 68102-4901 Hand-carried proposals will also be accepted. On the date specified and for thirty (30) minutes prior to the specified time, a Contracting representative will be in the lobby of the building at the above address to receive offers. Containers (e.g. envelopes, packages, boxes) will be screened for security purposes. Hand-carried means the individual must be able to carry on their person. If due to size or volume, packages or boxes need to be wheeled in on a cart or dolly, you will be required to go to the dock area located on the northeast side of the facility. After inspection and screening, you will be allowed in the building after presenting valid photo identification. At the offer due date/time specified above, it will be announced that receipt of proposals is closed. Official time will be established by a clock designated by the Contracting representative receiving hand-carried proposals, to be located in the area of proposals being received. Recent terrorist threats have resulted in more time-consuming sign-in and escort procedures and may impact the timely delivery of offers. This instruction shall also apply to those proposals delivered through a delivery or parcel service. NOTE: No parking on the street in front of the facility entrances will be allowed. Passenger vehicles will need to locate parking meters or parking garages before delivering proposals. Delivery trucks must go to the dock. The vehicle will be inspected and packages screened at the dock. After inspection and screening, the delivery person will be allowed into the building. Requests for in-person visits for the purpose of discussing this announcement will not be scheduled.
