Description
The US Air Force intends to issue a sole-source Request for Proposal (RFP) for services required to insert the Wide Field-of-View (WFOV) Testbed space vehicle into geosynchronous orbit, with an estimated two year period of performance beginning in early CY15, to Space Systems/Loral, LLC (SS/L). The RFP will be issued no earlier than 15 days after publication of this Notice of Contract Action (NOCA). The statutory authority for this action will be contracting by Other than Full and Open Competition, 10 U.S.C.2304(c)(1), as implemented by FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Specifically, FAR 6.302-1(a)(2) states that when the services required by an agency are available from only one responsible source, and no other type of services will satisfy agency requirements, full and open competition need not be provided for. Sources Sought notices requesting Statements of Capability (SOC) for this requirement were published on Federal Business Opportunity (FBO) on 5 June 2014 and 6 Aug 2014. The title of the 5 June 2014 posting was "On Orbit Delivery Service of a Separating Space Vehicle." The solicitation number was "NNK14SSV001L." The title of the 6 Aug 2014 posting was "Launch Rideshare Service with On Orbit Delivery of a Separating Vehicle." The solicitation number was "14-102." The WFOV Testbed program is a research and development (R&D) effort being procured as part of the Overhead Persistent Infrared (OPIR) Space Modernization Initiative (SMI) within the Remote Sensing Systems Directorate of the Space and Missile Systems Center (SMC/RS) at Los Angeles Air Force Base. The goal of the WFOV Testbed program is to demonstrate advanced OPIR capability and affordability concepts by integrating an advanced wide-angle OPIR payload with a compact bus and delivering the resulting satellite into GEO. Under this effort, SS/L will be required to provide the necessary services to deliver the WFOV Testbed into near-GEO orbit. Launch and integration requirements for the WFOV Testbed program are as follows: Launch Timeframe: First half FY17 Design Life: 3-5 years Static Envelope (Launch Configuration): 2.24m x 2.33m x 4.35m Wet Mass: ≤1,000 kg LV Interface: 1194 interface, Marmon clamp Fundamental Mode: >10 Hz Qualification Environments: EELV SIS; NASA GEVS; MIL-STD-461C T0 Umbilical: Standard connectors for: 1) Command and Telemetry and 2) Power. Connectors TBD Cleanliness: Class 100,000; surfaces visibly clean to Level II Conditioned Air: 55-65° F, 30-55% RH Power during ascent: 440W average and 500W peak Command and Telemetry during ascent: RF receive only before separation from the launch vehicle Any persons or companies interested in this notice are to respond to the requirement(s) and submit their statement of capability to Christopher Lee at christopher.lee.44@us.af.mil no later than 1700 PST on 7 Apr 2015. Any responses shall not exceed 3 (three) 8.5 X 11-inch pages, with font no smaller than 12-point. Small Business companies with the capability to perform this requirement are encouraged to participate. The small business size standard for NAICS code 481212 is 1,500 employees. This announcement is for information and planning purposes only. It does not constitute a Request for Proposal and is not to be construed as a commitment by the government.
