Description
PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and Office of Research and Development (ORD), National Risk Management Research Laboratory (NRMRL), the Air Pollution Prevention and Control Division (APPCD). APPCD requires a Fused Deposition Modeling Production Grade Printer. This Fused Deposition Modeling Production Grade Printer shall meet the following minimum requirements: 1.Printer must print by thermoplastic extrusion or multi-jet technology. 2.The printer must have a sealed and environmentally controlled build chamber of at least 680 cubic inches in volume. 3.The maximum layer thickness of each deposition can be no more than 0.18 mm. 4.The support structure for the printed part must be soluble (the support will be placed in solution and dissolved from the printed part). The tank and startup materials (including the dissolving solution) for dissolving the support structure shall be included. 5.The printer must include software that converts CAD.STL files to 3D print paths. The included software shall allow the user to view, rescale, and adjust orientation of the part. The software shall allow the printer to print multiple smaller parts (the multiple pieces would all fit within the size described in Requirement 2 above at the same time) in one job. If using a thermoplastic extrusion process, the software must automatically adjust print head temperatures to compensate for extruded material thermal expansion properties to achieve optimal performance and accuracy. 6.The printer shall be Ethernet compatible (have an RJ45 connection). 7.Must be compatible with 110-120 VAC 60 Hz input power. 8.The warranty must cover all parts and labor for one year from delivery date. Warranty service must be provided on site if remote factory support fails to resolve issue. 9.Must include a manual that details installation, startup, operation, and routine maintenance of the printer. 10.Printer must be delivered fully assembled and ready for installation. 11.Build material must have demonstrated the following properties: ?Tensile Strength = 33 MPa minimum using ASTM test method D638 ?Tensile Modulus = 2,200 MPa maximum using ASTM test method D638 ?Heat Deflection (HDT) @ 65 psi = 88 deg. C minimum using ASTM test method D648 12.The printer must be provided with enough startup materials to demonstrate functionality of the printer. At least three separate test prints shall be performed being at least 3 cubic inches each in finished volume. Test prints shall be free of defects and dimensioned within advertised accuracies of the printer. 13. Delivery: FOB Destination, 30 days ARO, to RTP, NC. 14. Warranty: 1 year Manufacturer?s Parts & Labor with on-site repair, commencing after delivery, testing and acceptance. The government anticipates awarding a single fixed-price contract. The solicitation is subject to full and open competition accomplished under FAR Part 12 Commercial Procedures. The EPA anticipates award will be made in April 2015. Notices of any amendments to this FedBizOps procurement announcement, including the Requests for Quotation, will be posted using the FedConnect web portal at www.fedconnect.net. FedConnect is a web portal that connects agencies and vendors to streamline the process of doing business with the federal government. Through FedConnect contractors will be able to receive, review and respond to contract pre- and post-award actions and documents such as correspondence, request for proposals, tasking instruments and contract modifications. The use of FedConnect also furthers the EPA?s commitment to moving towards a paperless acquisition environment by reducing its carbon footprint and conducting its business in an ecologically friendly manner. Offerors must submit all technical questions / responses concerning this synopsis electronically through FedConnect at www.fedconnect.net, reference number: RFQ-OH-15-00106 within 7 calendar days of the date of publication of this notice. Offerors must register with FedConnect as an interested party to submit questions and to view responses. Telephone requests for the request for quotation will not be honored.
