- Notice of Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Assistant Secretary for Planning and Evaluation (ASPE) intends to sole source to: National Academy of Sciences 2101 Constitution Ave NW Washington, DC 20418-0007 The Department of Health and Human Services (HHS), Office of the Secretary (OS), Assistant Secretary for Planning and Evaluation (ASPE) has contracted with the National Academy of Sciences (NAS) Institute of Medicine's (IOM's) Forum on Promoting Children's Cognitive, Affective, and Behavioral Health to identify and disseminate evidence‐based models to prevent and treat mental and behavioral health in children and youth. The IOM Forum brings together a multidisciplinary, multi-sectorial group of representatives from diverse fields that include prevention scientists, implementation scientists, behavioral health scientists and practitioners, representatives from private foundations, and government agency staff. The IOM was chartered by Congress in order to provide a source of unbiased advice to the Federal Government on policy matters pertaining to the health of the public. This project will require a contractor with experience convening and balancing the interests of a variety of stakeholders including scientific researchers, health care providers, practitioners, consumers, professional associations, and the public and private entities that implement programs for children's cognitive, affective and behavioral health. The IOM is uniquely positioned due to the nature of its charter and mission to identify the relevant partners and stakeholders and to deliver findings and recommendations that minimize bias. There is no other body of scientists or practitioners who can produce public policy guidance with the independence, objectivity and quality of the IOM. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
