Description
The U.S. Marshals Service (USMS), Justice Prisoner and Alien Transportation System (JPATS) intends to negotiate and award under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy the agency's requirement to MTU Maintenance Canada Ltd, (MTU), 6020 Russ Baker Way, Richmond BC for Aircraft Engine (Type: CFM56-3) Maintenance covered under a Power-by-the-Hour (PbH) Program. The Boeing 737-400 aircraft purchased by JPATS have engines that were covered under MTU's Power-by-the-Hour Program. MTU is the largest independent Maintenance Repair and Overhaul (MRO) and market leader in CFM56-3 engine maintenance in North America with over 87% of the market share. With a total of 426 engines in operation, MTU has 370 of them under contract. MTU Maintenance Canada Ltd. possesses the original equipment manufacturer (OEM) proprietary engineering and repair data, as well as unique CFM56-3 test equipment (including a correlated test cell), special tooling, facilities, necessary support equipment, and manufacturer logistics support. Additionally, MTU has on staff employees with unique CFM-56-3 OEM training, manufacturer level technical knowledge, and extensive hands-on experience. In addition to the current PbH Program, MTU also has the capability to actually perform the MRO services for the engines, both in shop and on-wing. MTU Canada is the only known vendor that can offer both the Power-by-the-Hour Program and the MRO services for the CFM56-3 engine. The period of performance will be from October 1, 2015 - September 30, 2016 with four (4) option years. This notice is neither a request for competitive proposals nor a solicitation of offers. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement will be based upon responses to this notice and is solely within the discretion of the Government. Interested and capable sources should respond to the POC, providing your capabilities and a brief synopsis of your ability to meet the support required not later than 12:00 pm (noon) EST, April 3, 2015.
