- The Defense Logistics Agency-Energy, Aerospace Energy Business Unit intends to solicit on an unrestricted Full and Open Competition basis for the delivery of Aviator's Breathing Oxygen (ABO) Type II, IAW MIL-PRF-27210J dated 7 Aug 2013, NSN: 6830-00-808-9531 and/or Liquid Nitrogen (LN2) Type II, Grade B, IAW CID A-A 59503C dated 3 MAR 2011, NSN: 6830-00-285-4769 to be provided into a Government-owned or Contractor-Furnished tanks and including all ancillary services at the following locations with the stated estimated quantities: Hickam AFB, HI (ABO est. 240,000 GL, LN2 est. 250,000 GL including tank leases); MCBH Kaneohe Bay, HI (ABO est.60,000 GL, LN2 est. 60,000 GL); Elmendorf AFB, AK (ABO est. 225,000 GL); Eielson AFB, AK (ABO est. 80,000 GL, LN2 est. 63,000 GL); Anderson AFB, Guam (ABO est. 180,000 GL, LN2 est. 60,000 GL); and Muniz ANG, Puerto Rico (ABO est. 49,000 GL including tank lease) The Government intends to award up to ten contracts (one for each product at each location) Firm Fixed Price Requirements contracts using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The Period of Performance will be five years from 1 October 2015 through 30 September 2020. Award will be made to the offeror(s) determined to be the Best Value to the Government, price and other factors considered, using the Best Value Source Selection Process. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. These locations were part of Special Notice SPE601-15-S-0001 which was synopsized on 9 March 2015. The actual solicitation will be issued under this notice on or about 31 March 2015 and will be posted to the FedBizOpps web page ( http://fbo.gov/ ). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable. All responsible sources may submit a proposal, which will be considered by the agency.
