Description
Mission and Installation Contracting Command, Fort Gordon, GA intends to award a sole-source contract to: LexisNexis/Risk Solutions for Accurint software to allow United States Army Reserve, Army Reserve Careers Division Retention (USAR ARCD) NCOs to continue to have access to find current contact information of former DoD Armed Forces Service Members for the purpose of bringing them into the Army Reserve, to meet the Chief Army Reserve's end-strength requirements. While these former Soldiers may be listed in current DOD systems such as Retention Management Software (RMS), SMS, and DMDC, the contact information is not updated or maintained. Approval of this acquisition will renew 120 licenses for USAR Retention NCOs that will continue to allow them access to a secured website, to run searches on mission leads (potential Soldier targets to bring into the army Reserve). ARCD is the Program Management Office for the Army's IRR Affiliation Program supporting the Army Reserve (AR), National Guard Bureau (NGB) and Human Resources Command (HRC) with ensuring 100% contact information is updated annually for all Soldiers assigned to the Inactive Ready Reserve (IRR). Results of the Accurint searches assist HRC with ensuring Involuntary Call to Active Duty Orders are published and received by the Soldier as well as Annual Muster order requirements are executed. Batch runs are conducted every 3 months however; everyday new Soldiers enter the IRR or change their contact information, which creates a need for individual accounts to allow users to conduct individual searches in between those 3-month run batch periods. Accurint only picks up and returns changes in Soldiers information which ensures there is no redundancy in the batch run versus the individual search. LexisNexis is the only sole provider of the Accurint software. The NAICS code for this requirement is 511210. A determination not to compete this requirement was made pursuant to 10 USC 2304(c)(1), Only One Responsible Source. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR Part 13 and Commercial Procedures in FAR Part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. This award is for a single delivery period. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 0900 am hrs 30 March, 2015, an award will be made without further notice.
