- Naval Surface Warfare Center Division Carderock (NSWCCD) is issuing this solicitation for Honeywell PROWATCH Electronic Access Control System components for use at the Acoustic Research Detachment (ARD) in Bayview, ID. All items shall be provided in accordance with the information contained in this solicitation and any/all associated specifications, revisions, and/or attachments. This requirement is being issued as a combined synopsis/solicitation for commercial items in accordance with FAR 12.6, as supplemented with additional information included in the attached solicitation. This announcement constitutes the only solicitation. The solicitation is issued as Request for Quotation (RFQ) N00167-15-T-0031 and is attached to this announcement. It is anticipated that the resultant contract will be a firm-fixed price award. This is a sole source requirement to the item manufacturers; however, may be competed among item distributors/ vendors. The Honeywell Electronic Access Control System components are specifically required to allow all components to interface with the current system at the ARD; without requiring a new server, computers, and badge-printing devices. The applicable NAICS code for this requirement is 511210, with a small business size standard of $38.5 million in annual receipts. The initial closing date for receipt of offers will be 31 March 2015 at 02:00 P.M. Pacific Time, unless a different date/time is specified in the solicitation. Pricing for all required items shall be FOB Destination and requirements and evaluation procedures are listed in the attached solicitation. The solicitation shall be completed in its entirety and returned prior to the solicitation closing date to constitute a complete and responsive offer. Vendors wishing to submit an offer are responsible for downloading their own copy of the RFQ from the Federal Business Opportunities (FBO) website at http://www.fbo.gov, and to frequently monitor the site for any amendments to the RFQ. A bidders list will not be maintained by this office, no telephone or fax requests for the RFQ package will be accepted. Failure to respond to the electronically posted RFQ and any associated amendments prior to the date and time set for receipt of quotes may render vendor offer non-responsive and result in rejection of the same. Any questions must be submitted in writing via e-mail to gracie.johnson@navy.mil as soon as practicable after receipt of the RFQ, and at least twenty-four (24) hours prior to the specified solicitation closing date.
