Annex A - PowerGold Locations Listing HQ0028-FY15-0007 SOURCES SOUGHT ANNOUNCEMENT SOFTWARE LICENSING AND SUPPORT AGREEMENT FOR POWERGOLD MUSIC SCHEDULING SOFTWARE FOR AMERICAN FORCES RADIO AND TELEVISION SERVICE The Defense Media Activity (DMA) is seeking authorized sources to provide software licensing and support agreement for the PowerGold Music Scheduling Software to be used at thirty-one (31) operational sites of the Defense Media Activity (DMA)/American Forces Radio and Television Service (AFRTS). This software license and support package will be used by AFRTS personnel at 31 stations around the world to manage and schedule the radio broadcast of news, command information, and entertainment to US Forces stationed around the world. The PowerGold software program is currently used by all AFRTS operational sites, is taught as part of an 8 hour music scheduling and programming block of instruction at the Defense Information School (DINFOS) and integrates with programming provided by the AFRTS with AFRTS broadcast automation equipment. CONTRACTING OFFICE ADDRESS: DMA Contracting Office - West 23755 Z Street, Bldg. 2730 Riverside, CA 92518-2031 INTRODUCTION: This is a Sources Sought Synopsis to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The American Forces Network - Broadcast Center (AFN-BC) is seeking a contract with a Base Year + four (4) option years for the following items. CLIN 0001: The Contractor shall provide music scheduling software PowerGold 12 v 15.03.004 or latest version; generates daily music schedules for radio station broadcasting, operates on Windows 7 or newer; interfaces with all popular automation and commercial traffic scheduling systems for all 31 locations listed on Annex A. This is a follow-on to an existing software licensing and support agreement between PowerGold and various AFRTS operational sites and media centers. The software being procured serves to manage and schedule the on-air radio broadcast of news, command information, programming and emergency broadcast warnings to U.S. forces and family members in the U.S. European Command, Korea, U.S. Southern Command and U.S. Central Command area of responsibility. The software shall interface with all popular automation and commercial traffic scheduling systems and is trained at the Defense Information School. Annex A is a listing of all operational sites which shall receive this software licensing, training, and support. Software Updates: The contractor shall ensure that the software and any updates are provided, installed and properly configured with workflow equipment infrastructure and integrates with other software, such as the broadcast automation system software, without risk, interruption or additional costs. All software and updates and licenses must be available for download from the internet. Proper training will be provided to personnel at all 31 locations around the world without additional costs. Support: Contractor shall provide overseas in theater support and toll-free telephone and email support that is available 24 hours a day 7 days a week to help maintain continuous on-air broadcast operations at all 31 AFRTS locations, without interruption. The 24/7 and in theater product support is crucial since we operate in 12 of 24 time zones around the world with the majority of those locations overseas from plus 4 to 14 hours ahead of Eastern time. Lost licenses will be replaced at no additional cost to the government and be downloadable via the internet or available via 24/7 telephone support for no interruption of service. CONTRACT/PROGRAM BACKGROUND: Contract Number: HQ0028-09-C-0018 and HQ0028-14-P-0089 Contract Type: Firm Fixed-Price Incumbent and their size: Micropower Corporation dba PowerGold Music Scheduling Software Method of previous acquisition: Sole Sourced Provide Brief description of the current program/effort: Provide renewal software license and support agreement for PowerGold Music Scheduling Software to be used at 31 operational sites of the Defense Media Activity (DMA)/American Forces Radio and Television Service (AFRTS). List Anticipated Time Frame: 1 May 2015 to 30 Apr 2016 + four (4) one-year options List Place of Performance: NA REQUIRED CAPABILITIES: Contractor shall be authorized to provide software licensing and support agreement to manage and schedule the on-air radio broadcast of news, command information, programming, and emergency broadcast warnings to U.S. forces and family members in the U.S. European Command, Korea, U.S. Southern Command and U.S. Central Command area of responsibility. SPECIAL REQUIREMENTS: N/A SOURCES SOUGHT: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541511, with a size standard of $27.5M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DMA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Type of Small Business; 4) Cage Code; 5) Contract vehicles that would be available to the Government for the procurement of the product and service, to include ENCORE II, General Service Administration (GSA), GSA MOBIS, NIH, NASA SEWP, Federal Supply Schedules (FSS), or any other Government Agency contract vehicle. Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423.
