Description

The Department of Veterans Affairs is seeking a contractor to provide Delta Controls, an open protocol direct digital control building automation system and tie into the existing Delta Controls System as described in the Scope of Work (SOW) below. Preferably the contractor will be a Service Disabled Veteran Owned Small Business (SDVOSB) firm and Veteran Owned Small Businesses (VOSB) who currently performs this work. All contractors are requested to respond to this notice so the Contracting Officer can decide on what socioeconomic group to set-aside or sole source this requirement. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. Project Location: Department of Veterans Affairs, Lebanon VA Medical Center, 1700 South Lincoln Ave., Lebanon, PA 17042-7529 Scope of Work: A.GENERAL INFORMATION 1. Title of Project: Convert Building 1 from Johnson Metasys to Delta Controls 2. Scope of Work: Contractor shall provide Delta Controls, an open protocol direct digital control building automation system and tie into the existing Delta Controls system. Provide engineering, design, graphics, installation and materials to replace all the DDC controls of Building 1 existing HVAC equipment that resides on the M3 Johnson Controls system. 3. Background: Johnson Controls no longer manufactures Metasys Controllers and is no longer supported on the Windows 7 platform. The existing controls are obsolete and can no longer be repaired or interact with current technology. 4. Performance Period: The contractor shall complete the work required under this SOW in 120 calendar days or less from the Notice to Proceed letter. 5. Type of Contract: Firm-Fixed-Price B. GENERAL REQUIREMENTS Scope of work Contractor shall provide Delta Controls an open protocol direct digital control building automation system and tie into the existing Delta Controls system. Provide engineering, design, graphics, installation and materials to replace all the DDC controls of Building 1 existing HVAC equipment that resides on the M3 Johnson Controls system. Standard sequence of operations will be developed in coordination with Lebanon VA Medical Center AC shop staff. The sequence of operations shall be designed to maximize operating efficiency, energy efficiency and comfort utilizing the existing equipment (including existing inputs/outputs). Contractor shall provide all the labor, tools, equipment and materials required to complete the following work: 1.Fan Coil Units/VAV boxes and Electric Reheat Coils: "Install Delta Controllers and replace electronic to pneumatic transducers on Fan Coil Units (FCU) in Buildings 1 (82 Total). "Install Delta Controllers on Variable Air Volume boxes (VAV) in Buildings 1 (27 Total). "Install Delta Controllers on Electric Reheat Coils, retrofit valve kits (RH) in Buildings 1 (25 Total) equipment included for this work is a follows: Description Part Qty Delta area controller DAC-322 82 Delta VAV controller DVC-V322 27 Delta area controller DAC-606 25 Delta thermostat DNS-24L 109 Delta router DSM-RTR 4 ACI temperature probe A/AN-D-8 82 ACI temperature probe A/AN-D-4 52 RIB current sensor RIBXGA 82 Johnson EP transducer EP-8000-2 86 RIB HOA relay RIBU1S 82 2.Install Delta Controllers on Air Handling Units (AHU) in Buildings 1 (9 Total): Description PartQty Delta system controller DSC-1616E 9 Delta field module DFM-1600 4 ACI temperature probe A/AN-D-8 17 ACI temp/hum duct probe A/RH3-AN-D14 ACI room temp sensor A/AN-R 3 ACI averaging temp sensor A/AN-A-24 3 Bapi outside temp/hum sensor BA/10K-3-H300-OWP 1 3.Wiring upgrades for proper fire alarm safety shutdown circuits to AHU's being converted to Delta. 4.Install Delta Controllers on hydronic water systems (HW-SYS/CW-SYS) and miscellaneous systems in Buildings 1 (3 Total Systems). Bill of material/equipment list is as follows: Description Part Qty Delta system controller DSC-633E 1 Delta system controller DSC-1616E 2 Delta field module DFM-404 1 ACI temperature immersion sensor A/AN-I-4 11 "For every task, the contractor shall identify in writing all necessary subtasks (if any), associated costs by task, and along with associated sub-milestone dates. The contractor's subtask structure shall be reflected in the technical proposal and detailed work plan. "All written deliverables shall be phrased in layperson language. Statistical and other technical terminology shall not be used without providing a glossary of terms. "All work shall be completed per the Lebanon VA Medical Center's Standards / Regulations and the US Department of Veterans Affairs Office of Construction & Facilities Management, Standards for Construction http://www.cfm.va.gov/til/index.asp. Interested vendors are requested to respond to the Contracting Officer by Friday, March 27, 2015 at 4:00 PM (EST). The Contracting Officer is Chuck Peck at Charles.Peck@va.gov located at the Wilmington VA Medical Center, Wilmington, DE 19805. There are no set-aside restrictions for this requirement at this time. The intended procurement will be classified under North American Industry Classification System (NAICS) 238220, Plumbing, Heating, and Air Conditioning Contractors.
