- This modification serves as notice that The Naval Sea Systems Command (NAVSEA) is currently targeting to release the solicitation in mid-April 2015. This requirement to build, test, and deliver a common operational LWLCCA and LCCA Software to meet all requirements specified in the "AN/BQQ-10(V) Light Weight Low Cost Conformal Array (LWLCCA) and Low Cost Conformal Array (LCCA) Processing Specification" (PMS401-LCCASpec-01). The RFP will be published in FEDBIZOPPS on the Internet at http://www.fedbizopps.gov. Under this solicitation, the following documents are available, (1) unclassified information available via the Electronic Technical Information Center (E-TIC), (2) classified technical specifications, and (3) supplemental reference documentation. The Navy has established an unclassified Electronic Technical Information Center (E-TIC) and classified Reading Room to serve as the repository for unclassified and classified technical information related to the LWLCCA Program. In order to gain access to the unclassified E-TIC, Offerors must have a valid PKI certificate and be able to supply your Joint Certification Program (JCP) Certification JCP #________. If the Offeror has a valid PKI certificate, access to the E-TIC is gained as follows: First fill out an AIMTC Account Request form at the following link: https://aimtc.nuwc.navy.mil. The following fields must be completed as follows: the 'branch' or 'Code' you support is "PMS401", the 'Navy Sponsor POC' is "Tim Nguyen", the 'justification for your need to know' is "Prospective Offeror for the LWLCCA Competition" and check ' AN/BQQ-10 LWLCCA -LCCA Reading Room ' under the Electronic Technical Information Center (E-TIC) as the area for which you have a 'need to know'. When the request form is complete, hit the send button at the bottom of the page and you will be notified that the request is being processed. An AIMTC User Account Information email will follow that provides you E-TIC login and password information. The AN/BQQ-10(V) Light Weight Low Cost Conformal Array (LWLCCA) and Low Cost Conformal Array (LCCA) Processing Specification is Classified Technical Information. The process for access to classified technical information related to the LWLCCA and LCCA program is as follows: (1) Offerors who are interested in obtaining classified technical information must submit a written request to the Naval Sea Systems Command (NAVSEA) via email to both Stanley Hollis ( Stanley.hollis@navy.mil ) and Timothy Nguyen ( timothy.h.nguyen@navy.mil ); please ensure that both Stanley Hollis and Timothy Nguyen are copied on the email message. The written request must include the Company Name, Business Address, Classified Address, Commercial Activity and Government Entity Code, Data Universal Numbering System Code and the POC (Name, Title, and phone number of Employee(s) Responsible for the Data). (2) In addition, Offerors must also submit a visitor's request. Instructions to submit visit requests are provided at http://www.navsea.navy.mil/nuwc/newport/pages/visitreq.aspx The POC is Stan Hollis, (401) 832 8137, Stanley.hollis@navy.mil. Note: Offerors must submit both a written email request and a visitors request in order to receive access to the classified technical information and must reference the following RFP No. N00024-15-R-6270. (3) NAVSEA security will verify that the company has the proper facilities and clearances to handle classified information. Once a prospective Offeror's "need-to-know and security clearance" is verified, the classified technical specifications will be mailed only to those companies with a validated security clearance simultaneous with the release of the solicitation. (4) Offerors who do not possess the necessary security clearance to handle and control classified information at their facility, have the option to view the classified technical specifications at the Naval Undersea Warfare Center (NUWC), Newport pending verification and approval of their "need-to-know and security clearance". (5) The supplemental reference documentation is only available in the Classified Reading Room at NUWC. Once a prospective Offeror's "need-to-know and security clearance" is verified, classified reading room details will be provided and visits can be scheduled after the release of the RFP. A list of the supplemental information will be provided in the RFP. Offerors will receive correspondence confirming eligibility or denial to this data package. Navy policy does not support the release of the performance specification and other related controlled files to non-U.S. contractors. In the event the Navy issues a solicitation for procurement of the LWLCCA and LCCA, only U.S. companies may propose as prime contractors. If a non-U.S. company decides to team with a U.S. prime contractor then the U.S. prime contractor must comply with the Department of State 22CFR Parts 120-130 and submit a request for an export license. Any firm lacking the requisite security clearance and intending to respond to this procurement shall, within ten (10) calendar days of issuance of the RFP, request initiation of such clearance action, in writing, from the Naval Sea Systems Command, Code: SEA 00P3, 1333 Isaac Hull Avenue SE Stop 1020, Washington, DC 20376-1020. Appropriate clearance action in accordance with established procedures will be initiated by the Naval Sea Systems Command, but the Naval Sea Systems Command does not represent that such action can be completed and clearance granted prior to contract award. Access to the unclassified and classified technical information related to the LWLCCA Program on the E-TIC and classified Reading Room will be made simultaneous to the release of the RFP on FEDBIZOPPS. Interested Offerors are encouraged to complete the E-TIC registration and Classified Reading room visit request as soon as practical. Interested offerors should continue to watch FEDBIZOPPS for the release of the RFP. This contract will be competitively awarded pursuant to 10 U.S.C. 2304 (a) and the Federal Acquisition Regulations 6.401 (b).
