Description
This contract action was accomplished using other than competitive procedures because there is only one responsible source due to a unique capability provided, and no other supplies or services will satisfy agency requirements (FAR 6.302-1). See posted J&A for further information. Advertising on buses in the Philadelphia Market 2 Full bus wraps in Philadelphia; 30 King buses in Philadelphia Production cost Market research indicates the Titan Outdoor Holdings Inc is the only company that can meet the requirement to provide/install bus wraps in Philadelphia (SEPTA) because Titan is the exclusive advertising partner of SEPTA. Titan is the exclusive advertising concessionaire for SEPTA transit & railroad. Titan were awarded these rights with a 5-year contract and 2 2-year options (SEPTAs right to exercise) by responding to RFP No. 13-030-JVL in early 2014. Titan (the incumbent for the contract) were chosen through a competitive bid process by SEPTA management and approved the SEPTA board. The contract became effective May 1st, 2014. The use of advertising on mass transit is authorized by NG 601-1 - (7-10. Outdoor/Out-of Home --States may use advertising funds to pay fees to produce and post (erect or affix) public service outdoor advertising such as billboards, transit cards, airport advertising, banners and similar types of displays.)
